About this file

This document is a Justification and Approval for Other Than Full and Open Competition for overseas contracting activities. The U.S. Embassy in Colombo seeks to acquire urgent repairs for MCAC and SCAC outer gate class B mishaps from TYMETAL CORP for $113,274.12. The repairs are critically necessary due to security risks, and the vendor is identified as the only reputable service provider capable of addressing the embassy's highly customized gate requirements.

The justification cites FAR 6.302-1 as the statutory authority, noting there is only one responsible source that can satisfy the agency's needs. No other vendors were found locally, and a market survey was not conducted due to the compelling urgency of the repair work. The document emphasizes the unique security concerns of the gates and the essential nature of restoring them to operational status, which precludes a standard competitive procurement process.
