QUESTIONS AND ANSWERS - 2

5 February 2009

Solicitation No. PR-1300119099

H60 Gearbox Stand and Engine Stand Assemblies

Q1. Please advise if there is any paint requirements for the assemblies.

A1. There is a paint requirement on drawing 101-019-001, note 5. Apply this same note to drawings 101-049(005&006), E-560B-1, E-560B-2&25, and E-560B-24.

Q2. I am missing blueprints 101-019-015,101-019-013,101-019-011 for H60 gearbox assembly. Bill of materials for T-700 Engine Support Stand.

A2. Drawing 101-019-(011-017) list the dimensions of the parts. Looking at that drawing, the “A” represents the dimension required for each part as specified in the tabulation table. Drawing 101-019 list the quantity of these parts.

Q3. I have a question on p/n E-560B-24. This print calls out a left hand and a right hand version. The BOM on p/n 101- (049 & 050) lists only one of this part numbers. Should I be quoting this assembly with both the left and right hand versions?

A3. Yes. They should quote one each of the right hand (CAMP R.H.SHO.) and one of the left hand (CLAMP L.H. OPP.) parts. NOTE: that 101-049 is the stand for the port engine and 101-050 is the stand for the starboard engine. We require 1 each of these engine stands. This is called out in note no.2 of drawing 101-(049 & 050).

Q4. Is Feb.6 the date for release of solicitation or the due date?

If it is the due date can you extend 2 weeks?

A4. The date of Feb 6 was the original due date, however, that date has been extended to 9 February 2009, 3:00pm. At this time, we do not intend to extend the solicitation due date.

Q5. None of the drawings appear to have finish requirements. The drawings seem to avoid any military specifications, but the Navy is usually very particular about finish requirements (corrosion protection from sea environment). These are items are all steel, so they will rust in days. Wear surfaces will obviously not be painted, but a preservative or grease should be specified.

I recommend a wash primer, epoxy primer and polyurethane top coat, color yellow.

A5. The word finish could have two different meanings. The first being the surface condition tolerances left by the cutting tools used to shape/machine each part. Surface finish (dimensional geometric tolerance symbols) were used on the drawings and they should be interpreted using ASME Y14. The second, regarding painting or protective coating, there is a paint requirement on drawing 101-019-001, note 5. Apply this same note to drawings 101-049(005&006), E-560B-1, E-560B-2&25, and E-560B-24. All of the parts will be installed indoors and when not in use, stored in a separate storage building. None of these parts have a shipboard application. An oil resistant industrial grade paint is acceptable and the preparation of the surfaces will be in accordance with the paints surface prepping instructions.

We keep the greasing or protective coating of the unpainted surfaces to a minimum because personnel are required to climb and crawl through the test facility for assemmbly and daily inspections. There are safety rails and appropriate walk grating installed where required, but we still do not want to create slipping hazards. The contractors can treat the unpainted surfaces with something that will protect them during shipping, but it must be easily removable.

Q6. I noticed in the synopsis/solicitation for CLIN 0001 that the assembly 101-019 includes drawings 101-019-023 and D-1956-(1-4). I also noticed that these drawings were added in the amendment on Nov 3. However I don’t see these parts included in any of the bill of materials for these assemblies and therefore don’t know how many we would need to make and where they would assemble to.

A6. Drawing 101-019 has been revised to include the missing parts. See drawing 101-019 Revision attached to Amendment 2 of the solicitation.
