PR12882036- Consulting Services

QUESTIONS AND ANSWERS

1. Local personal health insurance policy (BMI) can substitute DBA? Can it be upgraded? Is there a DBA-authorized local broker? This consulting services do not require a DBA insurance.

2. Is there an estimated basic budget for the contract? Vendor must determine best price possible.

3. What are the expectations for the weekly products? Like Elemento or similar to what I have been presenting? Do they require graphic design? Substance is more important than presentation – these will be internal products to inform the Embassy’s political analysis. Graphic design welcome but not required.

4. Should all meetings and contact development be signed off by supervisors?

Consultant will not be an employee of the U.S. Embassy; this is a contract for consulting services. Vendor is expected to manage key relationships required to produce the requested analysis.

5. Will incumbent be able to share documents on SharePoint? Vendor can propose modalities for sharing deliverables. Vendor will not have access to internal Embassy documents or SharePoint.

6. Can the deliverable products be suspended temporarily and replaced with other, for example, suspending judicial summary during campaign month to produce an Elections report? A Contracting Officer’s Representative (COR) will review and certify deliverables meet the contract terms and Embassy needs. In the event political events necessitate a change in frequency of agreed-to deliverables, this can be agreed to between the vendor and COR.

7. Monthly invoice with 15% IVA will be issued, please confirm if this is customary practice or if there is a different form of presenting invoices. Yes, this is customary practice. VAT 15%.

8. If with time additional support staff is required, can contract be adjusted? Do they have to be vetted by the Mission? This is a fixed-price contract with payment keyed to the provision of agreed-to deliverables. Vendor is responsible for determining staff requirements.

9. What are the terms and conditions for terminating the contract before the 12-month agreement concludes? Contracts are subject to availability of funds.

10. Do the consulting services have to be provided by an established company or can they be delivered by an individual. I have an active RIMPE - RUC number for the category: Diverse activities and Services. Company or individual is ok.

11. Is there flexibility in the conditions for presenting deliverables. Can there be a counteroffer to present some daily, some weekly and others bi-weekly. Yes.

12. What services must be covered by DBA Insurance. Please see Sub-Section I.12, FAR 52.228-3 WORKER’S COMPENSATION INSURANCE (DEFENSE BASE ACT) (APR 1984).

13. Is there a minimum or maximum of hours to be worked in person or remote?

This is answered in Q8

14. What are the conditions for subcontractors (assistant, designer, free-lance service provider) – Service provider.

15. Could the services be offered to be delivered on Embassy premises, like an implant? Services must be performed off premises. However, consultant may come to the Embassy, as needed, to meet with COR and/or POL team, access request must be required any time.

16. To submit the proposal and support documents, must it be digital or hard copies? Digital

18. If proposal includes working on in the Embassy, will it be permitted to bring own computer on to the premises? Please see answer to Q15.

19. Will it be permitted to connect to wifi, or have a specific place to connect?

20. Could the embassy provide physical workspace? Please see answer to Q15.

21. Will the incumbent be permitted to be connected to POL groups like Teams or chats? Please see answer to Q5.

22. Is there a particular format the office uses to submit proposals? Has this work been done before by other contractors? Interested offerors just need to submit 2 separate files one for the technical proposal fulfilling all the requirements we have requested on the SOW, and the second file with the economical proposal.
