BACKGROUND

Following the civil unrest in July,2024 and August,2024, there has been a significant spike in online mis- and disinformation in Bangladesh. The country’s information ecosystem is marred with false information, propaganda campaigns to discredit individuals, adversarial disinformation from state actors, and misuse of social media platforms.

These trends exacerbate social tensions during a crucial and highly unstable political period in

Bangladesh. Online disinformation and propaganda disproportionately affect the country’s youth, who have been at the forefront of regime collapse, and receive their information largely from online platforms.

Past efforts at combating mis- and- disinformation in Bangladesh have largely been reactive through fact-checking. While these have been somewhat effective at responding to very narrowly scoped misleading allegations, it does not address the root cause, scale or the underlying information environment enabling mis- and- disinformation. There are also growing concerns about the use of deep fake and synthetic media to exacerbate distrust in the information ecosystem.

There has been limited public-facing media literacy campaigns.

The expected 6-month program aims to investigate mis- and- disinformation campaigns, particularly those from foreign states, and assess risks of undermining civil liberties in Bangladesh.

At the end of the program, we hope to get recommendations for countering disinformation, raising public awareness, and inform information campaigns from civil society, and democratic partners.

OBJECTIVE

The primary objective of this project is to monitor and investigate specific instances of foreign mis- and- disinformation, and assess their impact on civil liberties, specifically addressing their heightened risks during Bangladesh’s current political transition period. This knowledge allows us to raise awareness and educate the public about the deceptive tactics used, making individuals more resilient to manipulation, and restores trust in reliable sources of information. It fosters a culture of accountability that can inform and influence platform policies, policy engagements and safeguard the digital space for democratic processes.

ACTIVITIES

Below are the expected key activities for 6 months-

1. Methodology Development: Develop a robust methodology to investigate source of mis- and-disinformation, particularly targeting coordinated bad actor networks. We will primarily focus on

Facebook, X and YouTube, which are the most widely used social media platforms in Bangladesh.

2. Monitoring Digital Platforms: Establish a team of trained analysts and researchers to monitor and conduct investigations of specific instances of targeted mis- and- disinformation campaigns, mapping the networks involved and analysing the underlying strategies. This will involve tracking open data sources from social media platforms and other digital spaces where political discourse and information sharing occur.

3. Risk Assessment: Conduct a comprehensive risk assessment of mis- and- disinformation campaigns, and their impact on people’s civic participation.

4. Stakeholder Engagement and Recommendations: Develop a set of recommendations through both engagement with civil society organizations, fact-checking organisations, media professionals, and relevant government agencies, and the investigation. We plan to gather perspectives on concerns and the impact of the information ecosystem on freedom of expression democratic processes.

EXPECTED OUTPUTS

1. Comprehensive Report: Produce a comprehensive report at the end of the program outlining key patterns of mis- and disinformation on Facebook, X and YouTube, including an analysis of strategies and sources.

2. Recommendations: Develop a set of recommendations that can be used to engage and implemented by civil society organizations, media professionals and fact-checking organizations to counter malign information campaigns.

3. Briefings: Conduct 2 closed door briefings or workshops with relevant partners on interim findings, as well as gauge input for actionable recommendations.

TIMELINE

The anticipated project will be implemented over a period of 6 months. It will commence on

September 29, 2024. The final report will be submitted within 60 days of project completion.

PAYMENT TERMS

The service provider will provide detailed invoices on quarterly basis, after successful delivery of quarterly report. Payment will be made within 30 working days via Electronic Fund Transfer

(EFT), after submitting the correct invoice & report delivery confirmation.

REPORTING AND MONITORING ACTIVITIES

The contractor shall provide quarterly reports to the PDS Point of Contact (POC) with due diligence. The POC will be the project officer and act as the point of contact for the project. All types of written and verbal communication regarding the project will be run through POC.

CONFIDENTIALITY AND MEDIA CONTENTS

Both parties will maintain the confidentiality of any sensitive information shared during the course of the agreement. The contractor shall obtain approval from Embassy Dhaka POC before publishing any event-related content on social media or in television and print media.
