About this file

This document is a set of Answers to Questions regarding a Request for Quotation (RFQ) for Cell Phones for the U.S. Embassy in Ankara, Turkiye.

The key details are:

  • The solicitation is open to international vendors, but they must be able to supply BTK-certified cell phones from the legal importer or authorized distributors in Turkey within the specified timeframe. This is due to Turkish government regulations requiring IMEI registration of cell phones within 120 days of use on the Turkish network.
  • Vendors without a physical presence or distribution channels in Turkey may face challenges in meeting the IMEI registration requirement, which carries a high tax per device.
  • The U.S. Embassy is required to procure the cell phones solely from the legal importer or its authorized resellers in Turkey that can provide the necessary BTK certification.

ANSWERS TO QUESTIONS for

CELL PHONES FOR THE U.S. EMBASSY IN ANKARA, TURKIYE

(19TU15-24-Q-3836)

Replies to the questions posed by the potential offerors are as follows:

Q1. Please advise if International Vendors are allowed to participate in this RFQ?

A1. There is no set-aside for offerors. To be considered, quotations must comply with the conditions outlined in RFQ item III. General Conditions and item V. Submission of Quotations.

Q2. [xxx] is a registered Business with Apple Inc., and we recently came across your pre-solicitation notice and took note of the requirement for the offeror to have state products in Turkey at the time of offer. As representatives of [xxx], a US-based company, this condition presents a challenge for us.

We are concerned that this requirement may place us in an unfavorable position. Importing iPhones into Turkey, without certainty of sales, carries significant risk for our operations. Given these considerations, we seek clarification on whether this solicitation is exclusively for local companies or extends to those with a physical presence in Turkey.

A2. Please be advised that the Information Technology Institution of Turkey (BTK) mandates IMEI registration for any cell phone or device with cellular networking capabilities. Devices not registered within 120 days of use on the Turkish network will be blocked. Individuals are permitted to register only one device per passport each calendar year for personal use, with a tax of TRY 31,692 (approximately $982.50) applied per device for the 2024 calendar year.

Additionally, devices not officially imported and registered by an authorized Apple importer, cannot be used in Turkey after 120 days due to stringent regulations. The Turkish Government tightly regulates the procurement and registration of cell phones for Embassy use. Therefore, we are required to procure these devices solely from the legal importer or its authorized resellers in Turkey that can provide BTK certification as proof of IMEI registration.

If you are capable of supplying BTK-certified cell phones from the legal importer or its distributors in Turkey within the timeframe specified in the RFQ, you are encouraged to submit your proposal.
