ANSWERS TO QUESTIONS for

LEFT HAND DRIVE (LHD), ALL WHEEL DRIVE (AWD), SPORT UTILITY VEHICLE (SUV)

(19TU15-24-Q-3689)

Replies to the questions posed by the potential offerors are as follows:

Q1. As long as all contracted requirements are met, is the focus on cost savings or will you be looking for the best vehicle/overall package as well? I ask because many options can increase the cost exponentially, so I am gauging the importance of all factors.

A1. RFQ item XI Evaluation Criteria address your questions “Award will be granted to the quoter offering the lowest price that meets all requirements and demonstrates responsibility. The Government reserves the right to reject any quotations that are unreasonably low or high.”

Q2. My question is, would be able to wait for the order which would arrive by September of this year?

A2. Please see the RFQ item below which address your question:

III. GENERAL CONDITIONS

c. Quotations specifying delivery period exceeding 60 days may be deemed non-competitive and subject to disqualification.

Q3. As the State law of NY our dealership must register the vehicle in an address that is in USA. I can't bill the deal to an address in Turkey. Are you familiar with the registration process in Turkey or over here.

A3. According to the host country's law, tax-exempt vehicle registration for diplomatic purposes requires billing directly to the recipient, specifically the holder of diplomatic immunity: Embassy in Ankara.

Please see the RFQ item below which address your question:

IX. DELIVERY AND RECEIPT CONDITIONS

Invoice billing address:

EMBASSY OF THE UNITED STATES OF AMERICA IN ANKARA

1480 SOKAK NO 1, CANKAYA

ANKARA 06530, TURKIYE

Q4. I would like to refer to the issue of customs clearance for the host country. Our company did not add customs fees to the total price. The delay in responding to your request was due to searching for fees and checking. We found that the price will be much greater than the price presented to you.

A4. In accordance with the RFQ requirements, please be advised that your entity is not responsible for customs clearance. Your obligation concludes with the successful CIF delivery of the vehicle to the designated destination port (either Izmir or Mersin ports). Subsequently, the Embassy's contracted warehousing and customs clearance providers will take over the customs clearance process for security purposes.

In this context, "door-to-door" delivery (direct delivery to the Embassy’s address) is neither applicable nor required. The term “door-to-port” specifically refers to delivery to a seaport in Türkiye, such as Mersin or Izmir.

Additionally, delivery to a bonded warehouse in Ankara, which functions as a pre-taxation zone, is also considered "door-to-port." Upon delivery to any of these locations, the Embassy's contractors will handle all customs clearance and registration activities, not the vendor. Therefore, shipments to the ports of Mersin or Izmir, or to a bonded warehouse in Ankara, are all acceptable options.
