July 18, 2022 Subject: Request for Quotations for handheld Narcotics Analyzer

(PR10727423).

The U.S. Embassy in Rabat, Morocco has a requirement for the purchase of handheld Narcotics Analyzer for Morocco Emergency Management Training with the specifications on the below Scope of Work.

Overall Mission:

The mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL) is to minimize the impact of international crime and illegal drugs on the United States, its citizens, and partner nations by providing effective foreign assistance and fostering global cooperation. This mission supports peace and security by stabilizing and strengthening security institutions to build a global security capacity and by combating narco-trafficking and other transnational crimes. It promotes strengthening justice sector institutions, good governance, and respect for human rights.

INL supports this mission by collaborating with other USG, U.S. state and local agencies, and international agencies, by taking a regional approach, and by helping strengthen governments to take responsibility as equal partners in this struggle to disrupt organized crime and other destabilizing groups. The Bureau’s priority programs support three inter-related objectives:

· BUILDING CRIMINAL JUSTICE SYSTEMS: Institutionalize the rule of law by developing and expanding criminal justice systems to strengthen partner country law enforcement, corrections, and judicial effectiveness, foster cooperation in legal affairs, and advance respect for human rights.

· COUNTER-NARCOTICS: Disrupt the overseas production and trafficking of illicit drugs through targeted counter-narcotics and institution-building assistance and coordination with foreign nations and international organizations.

· TRANSNATIONAL CRIME: Minimize the impact of transnational crime and criminal networks on the U.S. and its allies through enhanced international cooperation and foreign assistance.

BACKGROUND:

At the heart of effective policing is the requirement that the police be transparent and timely in all their dealings with the public. The U.S. Embassy in Morocco and INL are working with the Government of Morocco to standardize its criminal investigation process. These efforts include working closely with the Direction Générale de la Sûreté Nationale (DGSN), Morocco’s National Police, as they standardize their criminal investigation policies and procedures, including forensics.

SCOPE OF WORK:

The purpose of this award is to support the Moroccan National Police in carrying out technical investigations through the use of modern forensic tests that will promote the integrity of science-based evidence used in criminal prosecutions.

INL will purchase the handheld Narcotics Analyzer to speed up the process of drug/toxicology investigations which will also complement the ongoing work of INL within the drug/toxicology unit.

PERIOD OF PERFORMANCE:

This contract shall be effective on the date of the Contracting Officer's signature and shall remain in full force and effect until all equipment is received and accepted by the U.S. Government in accordance with the contract delivery date within one month.

VARIATIONS TO SPECIFICATIONS:

In the event the vendor(s) cannot exactly match the specifications in this SOW, all variations must be equivalent in performance, durability and usability as those listed herein.

AWARD TYPE:

The Government intends to award a firm-fixed-price Purchase Order for the requirements identified in this RFQ. The price shall include all direct and indirect costs, profit, shipping/delivery charges, export requirements, insurance, etc. The price will not be subject to adjustment after award.

QUOTATION MUST INCLUDE THE FOLLOWING:

PRICE: unit and extended prices, inclusive of delivery charges.

DELIVERY DATE: Proposed delivery date.

DESCRIPTION: Description/nomenclature of the item being quoted; product literature may be provided. Quotation must demonstrate compliance with all required features. Also include description of warranty terms.

DELIVERY TERMS AND LOCATION:

FOB Destination. The Contractor shall consolidate the entire shipment to prevent loss and misdirection. Any lost or damaged items during shipment shall be replaced by the contractor upon notification. When the order is ready for shipment, forward the shipment prepaid to Morocco (The exact address will be provided later). The shipment should be done by air.

The Contractor shall deliver all ordered items to the address listed below:

The Contractor shall deliver all items not later than (30) thirty days after date of contract award.

REQUIREMENTS

· Item 1: 7 units: The handheld Narcotics Analyzer: Unlimited Model with a 4-year warranty. Includes factory repair, loaner units when available, and 24/7 technical support. Companion PC admin software, unlimited access to eLearning course, and free basic software updates to core narcotics library are provided for the life of the instrument. Must accurately identify controlled substances, precursors and cutting agents, as well as emerging threats such as fentanyl (40 variants, including Carfentanil, in the 1.9 version) and bath salts. Must utilize non-contact, non-destructive sampling for most samples. Allows user to scan directly through plastic bags or glass containers to minimize contamination, reduce exposure, and preserve evidence (this inherently increase officer safety in the field and reduces potential contamination of the evidence).

· Item 2: 7 units: Solution Kit (Type H) - 100, English: Solution Kit (Type H) for identification of heroin and other special narcotics. Kit includes 100 Test Sticks and 100 Solution Vials with ethanol. Note that because of the ethanol, this product ships as a Hazardous Goods shipment.

· Item 3: On-Site Training, International, 12 Students, Travel costs included for one trainer.
