About this file
This document is a Statement of Work (SOW) for a Long Haul MK2 Stretch Commando Folding Kayak to support the Coast Guard's Precision Marksman Observer Teams (PM-OTs) in conducting various maritime homeland security and disaster response activities. The requirement is being driven by gaps in the PM-OTs' vessel insertion capabilities, particularly in shallow water and for plain clothes collection operations. The Long Haul Folding Kayak is identified as a mission-critical item through the MSRTW chain of command, with a need date of 25 September 2024 or sooner. The related federal contract opportunity is a notice of intent to sole-source this requirement to Long Haul Folding Kayaks of Cedaredge, CO, as they are the only supplier that meets the government's specifications. Any responsible sources who can meet the requirement are invited to submit a capability statement to the Purchasing Agent by 2 September 2024 for consideration, but the government retains sole discretion in determining whether to compete the requirement.

STATEMENT OF WORK
MSRTW Non-Standard Vessel Capabilities Increase Long Haul MK2 Stretch Commando Folding Kayak
General Information: Varying environmental and geographic limitations have created gaps in MSRTW Precision Marksman Observer Team’s vessel insertion capabilities. Areas with shallow water as well as plain clothes collections activities necessitate having an organic means of transportation for mobile observation. This equipment has been briefed and identified as mission critical through MSRTW’s chain of command.
Per COMDTINST M16601.18B (Precision Marksman Policy and Standards Manual) A PM’s primary function is to conduct collection activities per the Coast Guard Intelligence Manual (CGIM), COMDTINST M3800.6 (series) on a TOI’s capabilities, intentions, and activities and report observations to the operational commander in real-time through secure circuits. PM-OTs specialize in developing critical situational awareness during a variety of maritime homeland security and disaster response scenarios. A PM-OT is trained and equipped to:
a. Conduct observation and information collection in port areas regarding waterway vessel traffic, frequency, type, etc. via land, sea, or air;
b. Conduct observation and information collection following natural or man-made disasters via land, sea, or air;
c. Conduct observation and information collection of facilities (as defined by 33 CFR § 101.105) for the purpose of determining security standards;
d. Conduct observation and information collection of facilities (as defined by 33 CFR § 101.105) for the purpose of evidence collection regarding illicit activity; and
e. Conduct observation and information collection of facilities and vessels in support of deployments and missions regarding Counter Terrorism (CT) and high-risk LE (narcotics, weapons trafficking, etc.).
The Long Haul MK2 Stretch Commando Folding Kayak will advance capabilities in support of Mission Commanders throughout the PACAREA AOR. Specifically, the Request For Forces (RFF), in support of CG District 17 Enforcement efforts.
Per CG TTP 3-95.11 (Precision Marksman TTP) Individual and team movement – In many cases, mission success depends upon the operator’s ability to close the range to the target area, engage or observe the hostile threats, and withdraw without being detected. Success also depends on silent movement through different types of terrain.
The Long Haul MK2 Stretch Commando Folding Kayak will drastically improve maritime domain awareness for supported commanders.
