About this file

This is a Questions and Answers document for the FBI Laboratory Gloves IDIQ contract solicitation (RFP 15F06726R001170). The Q&A clarifies key requirements and expectations for offerors responding to this Total Small Business Set-Aside contract for latex and nitrile laboratory gloves for the FBI's Laboratory Division.

The contract is structured as an Indefinite Delivery, Indefinite Quantity vehicle with orders placed on an as-needed basis; the Government does not have fixed annual quantities or typical order sizes available. All orders must meet a 5-7 day delivery requirement. Glove specifications require ASTM D3578 and D6319 compliance for tensile strength (minimum 18 MPa), with acceptable colors including single light shades of green, blue, cream (nitrile only), and natural color for latex. Chlorinated, powder-free latex or nitrile gloves are required, though non-chlorinated polymer-coated alternatives meeting other specifications are acceptable. Manufacturer's published chemical resistance documentation is sufficient; third-party testing is not required. Products must be sourced from original equipment manufacturers (OEM) or OEM-authorized distributors with no grey market products accepted; different manufacturers may be used for different SKUs. All shipments must have minimum 12 months remaining shelf life at delivery with clearly marked manufacturer date, expiration date, lot number, and country of origin on each box. Pricing should be broken down by size (XS-XXL) per the updated Product Pricing Matrix. The non-manufacturer rule will not be waived, Berry Amendment standards do not apply, and alternative items and colors will not be included in the offering. Delivery locations will be specified in section F.4 of the RFP, and orders will be placed through purchase/delivery orders rather than Government Purchase Cards. DBIDS credentialing for freight carriers will be facilitated by the Government if needed prior to first delivery.
