Statement of Objectives (SOO)
1. Purpose
a. The purpose of this Statement of Objectives (SOO) is to outline the Federal Bureau of
Investigation’s (FBI) performance objectives for calibration services.
i. The contractor shall respond with a written performance work statement (PWS) that states how the contractor will achieve the performance objectives in section 4 of this
SOO. The PWS becomes a binding document on the contract and replaces this SOO.
ii. Contractors are encouraged to promote their existing commercial practices in their
PWS.
iii. The PWS does not need to conform to a specific template or format, but shall be organized, concise, and clear as possible.
iv. The contract officer is responsible for determining whether a contractor’s PWS meets the need of the agency.
2. Period and place of performance
a. The contract will be a base plus four option year contract and task orders for services will be issued to the contractor throughout each annual period.
b. The period of performance for each order shall be defined in the contractors performance work statement, as requested in section 4 of this SOO.
c. The contractor shall state the place of performance by citing the county and state of their work site.
3. Background
a. The FBI’s Occupational Safety and Environmental Programs (OSEP) unit owns different types of safety equipment that needs calibrated on an annual basis. Government employees within continental United States (CONUS) will mail their equipment to the eligible contractor when calibration is needed. The contractor shall calibrate equipment in accordance with manufacturer specifications. The contractor shall mail the equipment back to the customer in accordance with packaging and marking instructions (see Section D of this solicitation package).
4. Performance Objectives
a. Calibration Service Objective
i. The Contractor shall state in their PWS that they will calibrate the equipment listed in
Section B of this solicitation in accordance with manufacturer specifications.
ii. The contractor shall use the table below, or some other concise format, to provide the following performance statements:
1. Contractor shall state the required metrology reports and results they will obtain to prove calibration was performed in accordance with manufacturer specifications.
2. Contractor shall state the average time it will take to perform calibration services from the date a good is received by Contractor to the date Contractor mails equipment back to the FBI.
a. It is not feasible for the Government to state a maximum limit on the contractor’s obligation to deliver (16.503(a)(2)). It is not feasible for the Government to state the maximum or minimum quantities that the Government may order under each individual order, nor is it feasible for the Government to state the maximum that the
Government may order during a specified period of time
(16.503(a)(2)). The contractor may state these limits in their performance work statement as an additional column.
b. Contractor may add any other columns to the table to further detail their services.
