About this file

This is Addendum #1 to a Request for Quote (RFQ) issued by the Orlando Utilities Commission for an RF-based remote control system for two water pump locations at the Osceola Generation Station in St. Cloud, Florida. The project requires the design, procurement, installation, and commissioning of three NEMA 3R steel enclosures housing Schneider Electric/Modicon PLCs, power supplies, fiber-to-Ethernet switches, relays, and RF communications equipment to enable remote start/stop commands and pump-running status feedback for two remote water pump systems. The scope of work includes engineering and submittals, controls programming, shop power-up verification, field testing, installation at three site locations, and one hour of training upon completion. The addendum clarifies that pages in the original RFQ package were out of order and provides a revised RFQ for bidder reference. Quotations are due September 24, 2026, no later than 2:00 p.m. local time, submitted electronically via VendorLink or email to Jonathan McLester at jmclester@ouc.com. A non-mandatory pre-response conference is scheduled for September 10, 2026, at 9:00 a.m. EST at the Osceola Generation Station facility located at 8400 Community Center Road, St. Cloud, Florida, with RSVP required 48 hours in advance. The RFQ explicitly states that bidders must acknowledge receipt of all addenda in their quotation submissions or risk having their quote deemed non-responsive, and notes that no communication regarding the RFP may occur between suppliers and OUC personnel except with the designated buyer of record.

Pricing information is not specified in the addendum; bidders are instructed to reference page 1 of the RFQ for pricing details and provide total price quotes for all parts, materials, and services necessary to complete the work according to the scope and specifications. The addendum does not identify any set-asides, incumbents, contract term, award date, or funding sources. Bidders are required to submit various compliance documents at the time of quotation, including a sworn statement on public entity crimes and scrutinized companies under Florida Statutes Sections 287.133(3)(a) and 287.135, a dispute disclosure form, and acknowledgement of the OUC's General Conditions for Goods and Services. Prior to award, selected suppliers must provide proof of required insurance coverage, including general liability, worker's compensation, and automotive insurance; a copy of their business license; and a completed W-9 form. The RFQ permits bidders to identify proposed subcontractors and any minority- or women-owned business participation, propose cost-saving alternatives, and describe potential economic development opportunities such as job creation or new facility leasing in the Orlando area or State of Florida. OUC reserves the right to award to one or more suppliers or to make no award.

DETAILED SCOPE AND SPECIFICATIONS

1. Scope of Work

EQUIPMENT: Schneider Electric / Modicon PLC Interface – Two Remote Water Pump Systems with RF-Base Remote I/O Control

Scope of Work:

The intended project objective is to remotely operate pump locations so that each pump can be commanded to start and stop and provided a pump-running status signal back to the control system.

Supplier will provide three (3) NEMA 3R steel enclosures, one for each system. The enclosure will house a Schneider Electric / Modicon PLC with CPU and I/O, a Power Supply, a Fiber-to- Ethernet Switch, and Relays. The Remote I/O, Power Supply, RF-to-Ethernet Switch will reside in a new enclosure close to the soft start, which will send a signal (dry Contact) to start the water pump and provide a signal back that the pump is running.
