About this file
This is a Notice of Intent to Award issued by the State of Michigan Department of Technology, Management & Budget Printing Services for Request for Quote (RFQ) #220000000011 concerning the production of PR 9148 Taxidermy Tags. The project requires the production of 100,000 taxidermy tags. The document identifies Mark Miller as the print consultant responsible for managing inquiries regarding this project. Printing Services reserves the right to perform the work in-house and will issue an actual award only after receiving an order and making a final decision to outsource the project to the recommended vendor. Protests of the award decision must be submitted electronically through the Vendor Self Service system within the deadline specified on the notice, with submissions received after the deadline considered late protests.
Two vendors submitted quotes for this project: Shay Leslie bid $6,235.00 and Complete Source bid $11,026.00. Complete Source was selected as the recommended vendor despite submitting the higher bid. The evaluation process considered multiple criteria including turnaround time, pricing, whether the work would be printed in Michigan, and bidder experience. Printing Services reserves the right to award to a vendor with a higher bid if that bid provides superior value based on factors such as turnaround time or other specified criteria. Inquiries regarding Printing Services' outsource process, bidding procedures, protest procedures, and bid tabulation should be directed to Jerry W. M. Monroe, Consulting & Pre-Press Manager, at 517-636-0297 or monroej1@michigan.gov.
