About this file

This is a Notice of Intent to Award issued by the State of Michigan Department of Technology, Management & Budget's Printing Services division for Request for Quote #26*0184. The project involves the printing of 65,100 PR 3025 Park Violation Notice documents. The consultant contact for inquiries is Brad Schumann at 517-636-6143 or SchumannB@michigan.gov. RMI has been selected as the recommended vendor based on best value evaluation criteria. Protests of the award decision must be submitted electronically through the Vendor Self Service portal no later than the posted deadline.

The evaluation process prioritized best value to the State of Michigan, considering factors including pricing, turnaround time, price hold duration, and Michigan printing experience. RMI submitted the lowest bid at $3,741.45 with an 18 working day turnaround and a 20-year price hold, though the vendor does not have Michigan printing experience. Competing bids ranged from $4,722.00 to $6,550.00. Image Printing, the second-lowest bidder at $4,722.00, offered a 10 working day turnaround and demonstrated Michigan printing experience. Printing Services reserves the right to perform the work in-house or award to a higher bidder if superior value is demonstrated through turnaround time or other criteria. An actual award will be issued only after an order is received and the final decision is confirmed. Questions regarding the printing services outsourcing process should be directed to Andrew Hale, Departmental Technician, at 517-636-0092.
