CUSTOMS AND BORDER PROTECTION

STATEMENT OF WORK

Area Port of Douglas Officer Training Simulator

September 14, 2021

• BACKGROUND:

Customs and Border Protection (CBP) Office of Field Operation (OFO) requires its officers to qualify with their service weapon two times a year and train quarterly. By purchasing a training system, CBP can complete their less-lethal force training through a virtual simulator. This system should allow for immersion, de-escalation, use of less-lethal devices, and translate into real-world survival skills while leaving a minimal footprint at the port.

• SCOPE:

The purpose of this procurement is for the US Customs and Border Protection (CBP) to purchase an Officer Training Simulator that will effectively support the US Customs and Border

Protection (CBP) firearms training and recertification program. The contractor shall design, manufacture, transport, and install/set up at the site.

• DELIVERABLES/SPECIFICATIONS:

Equipment/ Accessories

• High quality scenarios that can be set up in as little as 10 minutes with a minimum space of

5X5 room and a maximum space of 35X35 room.

• Courseware must include active shooter, de-escalation, emotionally disturbed individuals, crisis intervention, firearms training, communication, human trafficking, high risk entries, off-duty, suicidal subject, and suspicious subjects.

• Real world ballistics capable of replicating live fire with a Glock 17, Glock 19, M4, Taser X2, OC Spray, and baton.

• The capabilities of the Officer virtual training system should include controlling the subject by the instructor laptop to also include being the dispatch or call another officer on scene.

• Set up different scenarios in different environments and control the subject based on the officers’ commands.

• Does not require ammunition

• No structure needed other than the portable base stations.

• Conduct 3-5 scenarios in a 30-minute timeframe.

• No charge lifetime software updates

• Customizable scenarios by end user

• Simulator must have 300 degrees of immersion that translates into real-world scenarios with the capacity to include 3 officers at a time.

• Include a Content Library of virtual reality police and law enforcement training scenarios with a unique blend of randomization, artificial intelligence and voice recognition that can provide an infinite number of training scenarios.

• One (1) high performance Virtual Reality Workstation optimized for free-roam experiences at at least 90 frames per second. Include Intel Core i7 processor, Nvidia GeForce GTX Graphics

Card, 16GB DDR4 RAM, NVMe solid state storage, Windows 10 pro 64 Bit operating system and hot-swappable batteries.

• Three (3) Virtual Reality head mounted display that can produce a 360 degree environment utilizing multi-directional audio technology.

• Three (3) each of the virtual training accessories to include virtual training weapons for the taser, pistol, rifle and a universal device that look, weigh and feel like the real-life counterpart.

Accessories should include 32 low powered ASIC sensors for 360 degree coverage, built-in

1000Hz IMU for low latency, high resolution tracking, bluetooth and wireless connectivity and rechargeable battery.

• Wireless networking systems that work in harmony to create a virtual reality experience.

Include 4 wireless stations, blue tooth transmitters and recievers.

• After action debriefing system- that provides real-time monitoring, recording and playback during debreifing. Include hardware and software

• Advanced officer analytics capable of tracking training results and behaviors for each individual officer that runs through the simulator.

• Audio and picture in picture color video capture of trainee’s actions in a scenario. Include capability to schedule for permanent deletion

• Training with setup for the instructor/operator that covers how the system works, hardware setup, software updates, troubleshooting for up to 6 students.
