About this file
This is a Non-Competitive Procurement Justification Memorandum for a simplified acquisition threshold (SAT) action by Naval Surface Warfare Center Corona Division (NSWCCD).
The procurement is for renewal of 3,000/4,000 Endpoints licenses for Recast Essential bundle software from Recast Software, Inc. (1660 Highway 100 S Suite 528, St. Louis Park, MN 55416). The Recast Essential bundle includes Application Manager Enterprise/patching, Endpoint Insights, and Right Click Tools subscription software designed to enhance and extend existing Recast software capabilities. The government is pursuing a non-competitive, single-source acquisition justified under two bases: (1) Brand Name—Recast Essential is the only product that can integrate seamlessly with NSWCCD's existing Recast software suite to provide performance monitoring, endpoint management, security, analytics, and direct notifications of performance issues; third-party alternatives cannot achieve this integration and would be less cost-effective; and (2) Exclusive Licensing Agreements—only Recast software and approved authorized resellers can provide access to Recast software. The justification was certified by the Customer/Requestor and approved by Contracting Officer WITZ.BARBARAANN.K.1137197592 on April 7, 2026. The procurement authority is based on FAR 13.106-1(b)(1)(i) and FAR 8.405-6, permitting single-source solicitation when circumstances deem only one source reasonably available.

NSWCCD SAP Non-Competitive Procurement Justification Memo Effective April 2025
MEMORANDUM FOR FILE
FROM:
CODE: 1041
TO: Code 02
DATE: 03/17/2026
SUBJECT: Non-Competitive Procurement Justification Memo for Actions Under SAT
I. BACKGROUND
1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.
2. FAR 8.405-6 allows for limiting sources for orders or BPAs under Federal Supply Schedules under certain circumstances or for items peculiar to one manufacturer
3. As required by FAR 13.106-3(b)(3)(i), FAR 8.405-6(a)(1), or FAR 8.405-6(b)(2), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.
II. DESCRIPTION OF ITEM OR SERVICE (Include manufacture/sole source name and address.)
This request is for the renewal purchase of 3000/4000 Endpoints licenses of Recast essential bundle software.
Recast essential includes Application Manager Enterprise/patching, Endpoint Insights and Right Click Tools subscription software that will enhance and extend the existing capability of Recast. We are estimating for this purchase.
Manufacturer: RECAST SOFTWARE, INC.
Address: 1660 Highway 100 S Suite 528 St. Louis Park, MN 55416, US
III. BASIS FOR DETERMINATION FOR USE OF OTHER THAN FULL & OPEN COMPETITION
A. BRAND NAME. The item required must be a brand name product, or feature of a product, particular to one manufacturer.
The item required must be the brand name product Recast Essential, as it includes additional software modules that must integrate with a pre-existing software suite currently owned and utilized by NSWCCD. NSWCCD currently operates Recast software, and the government requires the additional capabilities of Application Manager Enterprise and Endpoint Insights to integrate with the existing system. These modules are essential for performance monitoring, endpoint management, security, and analytics.
A key requirement is the ability of the new software to provide notifications of performance issues and generate reports by directly interacting with the existing Recast software. This seamless integration allows for the tracking of installed software, hardware specifications, and other critical device details across the enterprise. A third-party product would be unable to integrate with the existing Recast software and would therefore not meet the
