About this file

This document is a Performance Work Statement (PWS) that outlines the requirement for a contractor to provide routine maintenance and repair services to maintain the operability of EDAX energy dispersive spectroscopy (EDS), wavelength dispersive spectroscopy (WDS), and electron backscatter diffraction (EBSD) detectors installed at the Naval Surface Warfare Center, Carderock Division (NSWCCD) in Bethesda, MD. The PWS describes the background, objectives, and scope of work, including emergency service, preventative maintenance, and module repairs over a 3-year optional period of performance from October 1, 2024 to September 30, 2027. The related federal contract opportunity is a combined synopsis/solicitation that intends to sole-source the requirement to EDAX, LLC under the authority of FAR Part 13.106-1(b). Interested parties may submit capability statements by 12:00 PM EST on June 11, 2024, but this is not a request for competitive quotes.

2.0 BACKGROUND:

Code 612 at NSWCCD possesses EDAX EDS, WDS, and EBSD detectors that are connected to a scanning electron microscope. These detectors are used to support a wide variety of materials-related tasking.

They currently need to be repaired and have no active service contract with EDAX technicians. These detectors are delicate pieces of scientific equipment and their technical drawings and/or components may be proprietary, therefore performing service on the assets requires knowledgeable service technicians.

3.0 OBJECTIVE:

3.1 The contractor shall provide the current repair services including:

3.1.1 Examine the EDS, WDS, and EBSD detectors to determine if the previously disconnected cables affected their functionality.

3.2.2.1 Performance check of the EDS, WDS, and EBSD detectors

3.2.2.2 Alignment and cleaning of the EDS, WDS, and EBSD detectors

3.2.2.3 Testing at reasonable intervals as specified in the comprehensive service plan level

3.2.3 One (1) module repair of the EDS, WDS, and EBSD detectors which shall include repairs to internal control electronics, precision mechanical parts, electric cooling devices, and thin-window sealed modules exposed to the microscope chamber

3.3 OPTION Year 2: Service Contract effective October 1st, 2025 to September 30th, 2026 As part of the service contract comprehensive level, the contractor shall provide annual repair and maintenance services including but not limited to:
