AMENDMENT 1

To

RFI 19-086-Y

QUESTIONS/ANSWERS

Proposals Due 2:00 PM, Wednesday, JUNE 26, 2019

1. Is there an incumbent contractor currently providing these services? If yes, who is it?

PPPL’s current financial system, Microsoft Great Plains, is on-premise.

2. What would be the competition type for this opportunity?

At this time, PPPL anticipates a full and open competition based upon the potential solution.

3. Whether companies from Outside USA can apply for this?

It is dependent on the overall final product/solution and at this time it is unknown.

4. Whether we need to come over there for meetings?

Yes, time spent at PPPL during implementation will be required.

5. Can we perform the tasks (related to RFP) outside USA?

It is dependent on the overall review of the final product/solution and at this time it is unknown.

6. Can we submit the proposals via email?

Yes. Please submit responses by email to ccolan@pppl.gov, subject line: RFI 19-086-Y.

7. Paragraph 7, RFI Response Format and Process, states that a response should contain a “narrative response to the questions/prompts in Section 4, no longer than 20 pages.” What is the “Section 4” that this refers to? It appears that, excluding the SLA and cover page, the response should be no longer than 20 pages. Please confirm that this is the intent.

Correct. Responses to questions/prompts in Section 6 (Responses Required) should not be longer than 20 pages. The SLA and cover page are excluded from this page limit.

8. Referring to the statement that “the proposed solution must already be FedRAMP Authorized or in the process of obtaining authorization at the moderate or high impact level.”

According to the FedRAMP Marketplace at https://marketplace.fedramp.gov, only your current vendor, Microsoft, has a FedRAMP certified financial product. Oracle has an In- Process solution that is far from being FedRAMP certified. These are the only financial solutions that meet this criteria. Under paragraph 2, Purpose, it is stated that PPPL is seeking to gain a better understanding of the cloud ERP market which includes the software as a service ERP (SaaS ERP) and traditional ERP in the cloud (Hosted ERP). Is PPPL interested in receiving responses from vendors, including those already in production at other DOE Labs, that fall outside of this requirement in order to better understand the full range of capabilities in the cloud ERP market?

In order to meet the FedRAMP requirement, the proposed software must sit on a FedRAMP Authorized infrastructure.

9. The level-of-effort required to respond to the 140 pages of business case, technical and functional requirements provided is significant and rivals that of responding to a full RFP. Is PPPL interested in receiving responses from vendors that will help better understand the cloud ERP market and how various SaaS solutions can be configured to meet specific client needs? Or will only those responses that incorporate the analysis of the 140 pages of requirements be reviewed?

Responses should answer the questions/prompts in Section 6 (Responses Required).

10. Confirmation that the payroll solution requested will also be the actual payroll system of record?

a. Requirement for a method of calculating labor for project purposes only OR

b. The only payroll system of record for PPPL and method of calculating labor?

The payroll system of record for PPPL is Princeton University’s payroll system. The requirement is for a method of calculating labor for project purposes. In addition, there is a requirement for the PPPL business system to house the Princeton University payroll payment data.

11. Requested extension from June 6 to June 13?

The due date is extended to Wednesday, June 26, 2019.

12. Is a “FedRAMP Ready” solution acceptable?

“FedRAMP Authorized” or “FedRAMP In Process” is required.

13. Have you considered utilizing a Government Wide Acquisition Contract (GWAC) to complete your solicitation?

At this time, PPPL anticipates a full and open competition based upon the potential solution.

Please acknowledge your receipt of this RFP Amendment No. 1 by signing below and returning it with your proposal package.
