About this file

This document is a pre-solicitation conference briefing for a federal contract opportunity for Remotely Piloted Aircraft (RPA) Maintenance (Mx) support services. The Air Combat Command, Acquisition Management and Integration Center (ACC AMIC) is hosting the pre-proposal conference to provide industry with an overview of the Performance Work Statement (PWS) and solicitation details, as well as an opportunity to tour the airfield, hangar, MQ-9 aircraft, and ground control station at Creech Air Force Base, NV.

The RPA Mx support services contract will provide organizational-level (O-level) maintenance and sustainment support for the MQ-9 weapon system and related capabilities at CONUS and OCONUS locations. The contract will have a 5-year ordering period with an estimated award date of April 1, 2025. The applicable NAICS code is 488190 with a $35 million small business size standard. The solicitation will use a competitive best value source selection process, evaluating technical capability, past performance, and price. The briefing provides details on the PWS requirements, contract structure, CLIN pricing, proposal submission instructions, and evaluation factors.

Section M Evaluation Factors for Award, Technical Rating Definitions Factor 2: Technical Capability, Technical Evaluation Methodology Assessed at the subfactor level for capability and risk Capability evaluated using the ratings detailed on the slide

Combined Technical/Risk Rating Method
ColorRatingDescription
BlueOutstandingProposal demonstrates an exceptional approach and understanding of the requirements and contains multiple strengths and/or at least one significant strength, and risk of unsuccessful performance is low.
PurpleGoodProposal indicates a thorough approach and understanding of the requirements and contains at least one strength or significant strength, and risk of unsuccessful performance is low to moderate.
GreenAcceptableProposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
YellowMarginalProposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
RedUnacceptableProposal does not meet requirements of the solicitation and, thus, contains one or more deficiencies and is unawardable, and/or risk of performance is unacceptably high.

Factor 1 – Technical Rating Technical proposals measured against evaluation criteria at the subfactor level.

Technical subfactor ratings are determined based on Strengths, weaknesses, and deficiencies of the offeror's technical solution for meeting the Government's requirement.

Each subfactor assigned a color rating with a combined technical and risk rating at the subfactor level.

Factor 2 – Past Performance Recency: Recency is defined as active contract performance (minimum of 12 months) during the last three (3) years preceding the date of issuance of this solicitation.

Relevancy: Each reference will be assigned a relevancy rating, as detailed below:

Relevancy Rating
RatingDefinition
Very RelevantPast or present performance effort: Managed an organizational-level DoD MQ-1, MQ-9, or RQ-4 Remotely Piloted Aircraft (RPA) maintenance contract at three (3) or more worldwide locations (at least one CONUS and one OCONUS locations) IAW AS9100/9110 or ISO 9001 quality management systems.
RelevantPast or present performance effort: Managed an organizational-level U.S. Federal RPA or U.S. military aircraft maintenance contract at three (3) or more locations IAW AS9100/9110 or ISO9001 quality management systems.
Somewhat RelevantPast or present performance effort: Managed an organizational, intermediate, or depot level aircraft maintenance contract at a CONUS or OCONUS location utilizing a quality management system.
Not RelevantPast or present performance effort involved little or none of the scope and size of effort and complexities this solicitation requires.
