About this file

This is a Statement of Objectives (SOO) for a Power Platform modernization, training, and subject matter expertise support contract with the U.S. Coast Guard Office of Subsurface Capabilities (CG-7212).

The contractor shall perform four primary functions over a 6-month base period with option periods. First, the contractor must migrate legacy databases and operational spreadsheets into Microsoft Dataverse with unified schema design, expand the existing Diving Program Power App with additional functional modules, develop and enhance Power Pages portals for external access, build and optimize Power BI dashboards for operational decision-making and readiness reporting, and ensure all solutions are mobile-optimized for iOS devices used by divers and technicians. Second, the contractor must provide subject matter experts (SMEs) with advanced knowledge in Naval Maintenance Reference Cards and Maintenance Index Pages (MRC/MIP), diver life support equipment lifecycle management, remotely operated vehicle (ROV) operational and maintenance requirements, and preventative and corrective maintenance workflows adapted for Coast Guard needs, with SMEs advising on data structures, terminology, compliance requirements, and operational workflows. Third, the contractor shall deliver remote and on-demand training for Power Apps, Power BI, Power Pages, and Dataverse; provide tailored training for unit-level personnel using iOS devices; develop job aids, quick reference guides, and system tutorials; and conduct periodic refresher sessions. Deliverables include updated Power Apps and Dataverse tables, migrated datasets with validation and quality assurance reports, Power BI dashboards with documented data models, training materials in multiple formats, and configuration documentation sufficient for future in-house sustainment. Work will be performed remotely with occasional onsite coordination at Coast Guard Headquarters or designated field units as approved.
