The Office of the Assistant Secretary for Planning and Evaluation (ASPE) is providing these frequently asked questions (FAQs) as guidance regarding the National Research Center on Poverty and Economic
Mobility Funding Opportunity Announcement released on July 8, 2021.
1) Is the total amount of the cooperative agreement, $2,615,000, inclusive of both direct and indirect costs?
Yes, the total amount is inclusive of both direct and indirect costs.
2) Is the indirect amount calculated on the full amount of the direct costs inclusive of all streams of funding (fellowships, events, and grants)?
Yes.
3) Can money earmarked for the fellowship and grants portions of the cooperative agreement be also spent on program and grant administration staff?
The dollar amounts provided for the fellowship and grants management program in this FOA include funding for program administration.
4) Does the full $1,700,000 allocated for the fellowship program need to be spent exclusively on the in-residence fellowship program or can this component comprise part of a larger approach to build a robust pipeline of diverse, policy-relevant scholars?
The full $1.7 million would need to be spent on in-resident fellows for HHS, and may include activities such as mentoring and professional development activities outside of the full-time placement at HHS.
5) Which narrative requirements should grantees follow?
Part IV.B. on pages 11-14 comprehensively lists out the required elements of the application narrative. IV.H.5 on page 5 is a bulleted list of application requirements for narrative coverage that mostly but does not directly reflect the elements listed in Part IV.B. See Part IV.B. for expected narrative requirements.
