Helitack Landing Lights Specifications

RFQ #1PA5A00593

SCOPE

These specifications set forth the requirements for the Helitack Landing Lights purchase, needed to facilitate the duties of CAL FIRE’s Santa Rosa personnel.

SPECIFICATIONS

CAL FIRE is requesting quotes for two distinct heliport lighting items, each meeting the specifications in this RFQ:

Item A - Semiflush Rollover-Rated Inset Heliport Lights (Base-Mount Compatible Variant) Item B - Semiflush Rollover-Rated Inset Heliport Lights (Cable-Entry / No-Base Variant)

With the exception of the variations noted above, all specifications are the same for both items. Both items must comply with all technical requirements under Dimensions, Construction, Functional Requirements, Compatibility, Performance, Safety, Environmental Conditions, and Deliverables.

Specification Deviation** Dimensions

• Semi-flush, rollover-rated inset fixture with low profile.

• Maximum installed projection at or near level surface: approximately 1.6 inches above deck when installed in a shallow recess, or ≤0.5 inches exposed when fully inset (depending on mounting method).

• Housing diameter: approximately 8 inches nominal for standard mounting configurations.

• Mounting depth (if using optional caisson/mounting sleeve):

approximately 4 inches; RFQ requires no base can, so the fixture must support direct shallow-inset mounting.

• Fixture shall fit within a mounting opening of 5.9 inches minimum (round or square) for shallow inset installations.

Construction

• Housing constructed of copper-free aluminum (<0.25%) or stainless steel with corrosion-resistant coating.

• External hardware: 316 (A4) stainless steel fasteners.

• Lens: clear glass, smooth and rounded to reduce ice/dirt adhesion.

• All assemblies sealed mechanically (no chemical sealants allowed) to ensure long-term integrity.

• Gaskets: multi-stage sealing system equivalent to upper lens gasket, lower lens gasket, and housing gasket construction.

• Cable entry via watertight compression gland or equivalent sealed conduit entry.

• Mechanical design must tolerate rotor-wash vibration and airfield vehicle rollover loads.

Functional Requirements

• Color output: Green, compliant with

ICAO/FAA green chromaticity ranges.

• Light type: Omnidirectional or uniform horizontal distribution suitable for heliport TLOF/perimeter guidance.

• Variable brightness:

o At least three discrete brightness levels OR o A continuously dimmable system covering similar range.

• LED system must deliver uniform output with no visible hot spots.

• LEDs must be rated to ≥100,000 hours average operating life.

• LED emitters must be factory-aligned

(no field-bend wire-mounted LEDs permitted).

Compatibility Requirements

• Input voltage: 120 VAC, 50/60 Hz.

• Operating voltage range must support

93–144 VAC for 120-V systems (or equivalent).

• Fixture shall incorporate constant-current LED drive electronics.

• Must support operation with common heliport lighting control systems;

brightness control may be internal or controller-based.

• NVG Compatibility:

o Must include NVG-enhanced optical design or supplemental IR emitter configuration.

o Compliance shall be equivalent to NVG visibility standards as described in aviation lighting practice.

Spectral output must not cause excessive bloom.

Performance Requirements

• LED system must produce output intensity suitable for heliport perimeter/TLOF operations under ICAO Annex 14 and equivalent guidance.

• Power consumption shall not exceed approximately 2.2–3.2 watts depending on fixture configuration;

additional options (e.g., NVG module) may add no more than ~1 watt.

• Ingress protection:

o Fixture must be tested to IP66 and IP67, or higher.

• Corrosion protection equivalent to marine-grade finishing described as:

o TT-C-490 cleaning method o Chrome-free aluminum conversion coat per MIL-C-5541 type II o Epoxy powder primer and polyester powder topcoat o UV-resistant finish suitable for heliports in high-salt environments

• Must withstand salt fog per military-standard test equivalent to MIL-STD-810 Salt Fog.

• LEDs must include conformal coating for moisture and corrosion protection.

• Unit must include surge suppression (MOV-based or equivalent).

Safety Requirements

• Listing for use in wet locations equivalent to UL 1598/1598A marine and industrial settings.

• Compliance equivalent to:

o CSA C22.2 No. 250.0

(luminaires) o CSA C22.2 No. 94 (enclosures)

• Optical assembly must be mechanically sealed with no reliance on field-applied chemical sealants.

• Heat-dissipation design must prevent overheating of LED assemblies under continuous operation.

Environmental & Operational Conditions

• Operating temperature range: −55 °C to +55 °C (or equivalent from the −67°F to +130°F range).

• Resistant to:

o Aviation fuels o De-icing fluids o Hydraulic fluid exposure o UV exposure o High-salt marine environments

(marine-grade coating required)

• Must withstand rotor-wash, vibration, and airfield vehicle loading.

• Fixture must maintain integrity under prolonged moisture exposure.

Deliverables / Submittals Bidders must supply:

1. Full dimensional drawings including inset depth and mounting opening requirements to be submitted at the time of bid.

2. Photometric report for green LED output.

3. NVG compatibility documentation.

4. Ingress protection certification

(IP66/IP67 or better).

5. Environmental durability certifications

(salt fog, material corrosion resistance).
