OVERHAUL DESCRIPTION
FOR OFFICIAL USE ONLY

USED ON WAGB 420 MARINE BOILER
Items as received by the contractor must be complete and of the proper cited part number. Discrepancies shall be reported to the Coast Guard Contracting Officer.
OVERHAUL REQUIREMENTS:
Open, inspect, and report (OIR) on the reparability of a Dresser Incorporated Safety Relief Valve, part number 1811JB-0-3X1-22. Valve is for marine use, automatic operation, temperature class B rated with a maximum design pressure of 320 psi, maximum design temperature 750 degree F. Inlet size-1.5" 300# smooth raised face flange. Outlet size-2-1/2" 150# smooth raised face flange.
Relief pressure set at 150 PSI with reset at 147 PSI. Valve is installed on marine steam boilers onboard CGC HEALY.
An Inspection Report shall be provided to the Contracting Officer which shall include, at a minimum, parts required, materials required, labor hours required and a total estimate for all required services. The Contractor shall not proceed with repairs until authorization to proceed is received from the Contracting Officer. The Contracting Officer will make the determination in writing whether to repair the item or will provide disposal instructions.
REPAIR/OVERHAUL REQUIREMENTS:
Each Dresser relief valve shall be overhauled to a condition which shall restore the operating and performance characteristics to the "ORIGINAL" design and technical specifications. Overhaul shall be performed in accordance with the latest approved OEM specifications and standards.
All repair parts shall be genuine OEM manufactured parts. Reclaimed, recycled or re-engineered parts are not acceptable and shall not be used.
Disassembly and thorough cleaning of all parts shall be required.
TESTING:
The Contractor shall be responsible for the performance of all inspection requirements specified herein. The Contractor shall provide space, personnel, and test equipment to conduct all required inspections. All inspection and testing shall be performed at the Contractor's plant or at other facilities acceptable to the Coast Guard.
Each Dresser relief valve shall be operationally tested in accordance with OEM test procedures. The relief valve shall be able to meet the original performance specifications.
The test results shall be documented on a report and provided to the Contracting Officer. A copy of the test report shall be packed with each Dresser Relief valve. The report shall contain the following information as a minimum:
a. Contractor's name
b. Contract number
c. Relief valve part number and serial number
d. Date of test
e. Description of each test conducted and the results of each test
f. Name of the person conducting the testing
PRESERVATION AND PACKAGING:
Upon receipt, the intention is to place each overhauled Dresser relief valve in warehouse storage and not for immediate installation. Therefore, it is critical that the Contractor ensures that each overhauled regulating valve shall be packaged so as to be protected for long term warehouse storage and multiple shipments.
Each Dresser relief valve shall be placed into a heat sealable protective envelope that complies with MIL-PRF-131 Class 1. Prior to sealing the bag, 2 units of Desiccant shall be placed into the bag in accordance with MIL-D- 3464E dated 04/1987, Desiccants, Activated, Bagged, Packaging Use and Static Dehumidification.
PACKAGING:
Each Dresser relief valve shall be individually packaged in its own enclosed wooden container. The wooden container shall be constructed in accordance with ASTM D6880/D6800M Class 1, Style 1. Each component shall be completely enclosed in no less than 1 inch thick cushioning material prior to placing item within wood box. Blocking material shall be used between the component and the wood box to prevent movement or damage during multiple shipments by commercial carrier. Lid or cover shall be attached using stainless steel Phillips head screws. Each Lid or Cover screw shall be identified by marking with a 1 inch diameter Red colored circle, placed directly over each screw.
MARKING:
Each preserved, packaged and packed item shall be marked in the upper left-hand side of the two longest sides, (two opposite sides if square) of each container. The Markings shall be made with machine-made stencils. The lettering / numbering shall be at least 3/8 inch high, in permanent black printed characters on a highly contrasting white painted background.
This marking shall consist of the STOCK NUMBER, ITEM NAME, PART NUMBER, CONTRACT NUMBER, DELIVERY ORDER NUMBER, GROSS WEIGHT (in lbs.), condition code CONDITION "A", unit of issue with quantity (i.e. 1-EA), and the words
COAST GUARD SFLC MATERIAL.

All bar code labels shall be in accordance with SFLC specification D-000-0100 Rev G.
The actual labels shall be Type "V". Grade "a", Style "2", Composition "b" with plastic laminate.
Each label shall contain encoded data for the Stock Number.

B. Item being repaired as an "onboard repair" or a "system stock" item and will be put into inventory. NOT FOR IMMEDIATE INSTALLATION.
Contractor must guarantee item against defects that lead to failure for days after installation for a period of up to two (2) years after delivery to Coast Guard.
GOVERNMENT ACCEPTANCE:
Acceptance will be made at destination by a Government representative.
Acceptance will be contingent upon the representative's verification of no damage in transit, correctness and completeness of order and contractor's conformance to preservation/packaging, packing and marking requirements.
PACKAGING AND MARKING FOR SHIPMENT:

A. Each unit shall be packed individually in it's own wooden box which shall be capable of providing adequate protection to the item during multiple shipments. Mark each box in legible black print lettering with the following information:
