About this file

This document is a Single Source Determination using Simplified Acquisition Procedures (SAP) for an action not exceeding the Simplified Acquisition Threshold. It describes the requirement for repairs to the engine of the PISCES Fast Rescue Boat (FRB), including a valve train rebuild. The agency is the Department of Commerce, NOAA Office of Marine and Aviation Operations. The recommended sole source vendor is Lake Assault Boats based on compatibility with the existing system, urgency of the requirement, and the vendor's availability and past performance. The related federal contract opportunity is for the PISCES Rescue Boat permanent repairs under a Category 1 Casualty Report (CASREP), with a Solicitation Number of 1333MK24Q0080.

SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: FAR 13.106-1(b)(1))

(Req 140802-24-0680)

1. Agency and contracting activity. Department of Commerce, NOAA Office of Marine and Aviation Operations, Acquisition, Analysis, and Accountability Branch.

2. Description of supplies or services required to meet agency needs (including the estimated value). The engine on the PISCES Fast Rescue Boat (FRB) failed while testing the craft underway and was successfully towed back to PISCES. Upon investigation, the engine top end showed a broken timing belt and engine valve rocker arms/push rods. The FRB was transported to an experienced overhaul and repair facility for further investigation available to immediately assist with repairs. Recommended repairs include a valve train rebuild.

3. Identification of the single source or the brand name to be solicited.

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

□ Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs.

□ Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement.

□ Urgency – The nature of the requirement has been deemed urgent due to unusual and compelling circumstances. Following competitive procedures would result in unacceptable delays resulting in serious injury to the Government.

The listed vendor had the availability to immediately respond and diagnose extent of engine damage. Due to the vendor’s immediate availably, a purchase card transaction was authorized to begin the troubleshooting and diagnostic investigation phase. Vendor then provided a quote detailing recommended repairs to restore engine operation. Although other companies are capable to do the work, the PISCES rescue boat is already at the vendor’s facility and the vendor has identified the repairs required to restore engine operation as well as the parts on hand to quickly effect repairs. Transportation of the rescue boat to a different competitive vendor would neither be cost effective nor in the interests of quickly effecting repairs. Additionally, the vendor has significant outstanding past performance with NOAA and Military Sealift Command. Use of any other vendor would result in significant vessel down time while waiting for rescue boat transportation, scheduling repairs with a different OEM engine technician, and for the parts to arrive. There are a limited number of OEM engine technicians available in the United States and the vendor has already sourced their OEM engine technician to identify engine repairs and has parts on hand. With the rescue boat already being at the vendor’s facility, the quickest, safest, and most cost effective method is to achieve repairs at vendor’s facility.
