About this file

This is Addendum No. 1, issued October 9, 2026, to a Request for Qualifications by the City of Asheville, North Carolina for the Walnut Cove Tank Assessment project (Project Number 298-FY27-WTR-RFQ-WCTankAssessment). The addendum addresses responses to prospective applicant questions and clarifies project scope. The City is seeking a qualified engineering firm to provide structural analysis of two existing water tanks located in the Walnut Cove subdivision in Arden, North Carolina, and to develop repair or replacement design proposals with cost estimates. Walnut Cove Tank #2 is a 10-foot tall, 78,000-gallon glass-lined Aquastore tank with a concrete floor, constructed in 2007 for fire protection and water storage purposes; it exhibits external concrete foundation cracks, pavement damage suggesting ground shifting, and significant internal concrete floor spalling documented in a 2026 inspection report. Walnut Cove Tank #1 is a 20-foot tall, 286,000-gallon glass-lined Aquastore tank with a concrete floor, designed in 1992 for the same purposes; it displays external foundation cracks, though less severe than Tank #2, and lesser internal concrete floor spalling. Qualifications were due October 19, 2026, with questions due October 5, 2026 at 5:00 p.m. All official RFQ documentation and addenda are available exclusively at www.ashevillenc.gov/bids, with inquiries directed to Curtis Skiles at cskiles@ashevillenc.gov.

This addendum constitutes a binding modification to the original RFQ and must be acknowledged by all submitting firms; failure to acknowledge may result in responses being deemed non-responsive. The project start date is anticipated as soon as possible following firm selection. No pricing terms, set-asides, funding amounts, or contract term information is provided in this addendum document. The City of Asheville reserves the right to reject any or all submissions.

This Addendum is to address Responses to Questions

Answers to Questions

1. Question: Could you provide me some more information on this project? We do inspection services and any info would be greatly appreciated.

Response: We are posting the RFQ due to concerns regarding two water tanks. Walnut Cove Tank #2 is a 10ft tall 78,000 gallon glass lined Aquastore tank with a concrete floor designed in 2007 for the purpose of providing fire protection, water storage, and sustained water pressure for the customers in the Walnut Cove subdivision located in Arden, NC. The existing water tank has several cracks along the external concrete foundation and large cracks in the surrounding pavement, which suggests ground shifting. A tank inspection report performed in 2026 showed significant internal spalling on the concrete floor of the tank. Walnut Cove Tank #1 is a 20ft tall 286,000 gallon glass lined Augastore tank with a concrete floor designed in 1992 for the purpose of providing fire protection, water storage, and sustained water pressure for the customers in the Walnut Cove subdivision located in Arden, NC. The tank has cracks along the external concrete foundation as well, but significantly less than Walnut Cove tank #2. A tank inspection report performed in 2026 showed spalling internally on the concrete floor of the tank though less than seen in Walnut Cove tank #2. We are seeking a qualified engineering firm to provide a structural analysis of the existing water tanks and potential design or repair proposals, including estimated costs.

Both tanks are located in the same subdivision.
