The purposes of these ECPs are to adopt changes made during CVN 79 production to the programmable logic controller (PCL), UIC100, and PC-104, Crystal Rugged Server, Windows 10 Operating System and Maintenance Portable Workstation as the EMALS baseline and to introduce these changes to the CVN 78 configuration.
GA is the sole designer, developer, and manufacturer of the EMALS and Advanced Arresting Gear (AAG). GA is the only company that has the ability, resources, technology, and documentation necessary to develop, produce, maintain, and support this system without causing unacceptable delays in meeting the Navy’s operational requirements. Accordingly, GA is the only known qualified, responsible source that can fulfill the requirements specified herein. The awarded Order is for the supplies or services for which the Government solicited and negotiated with only one source under the authority of Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, ‘Only One Responsible Source’, and no other supplies or services will satisfy agency requirements.
