Point-of-Sale (POS) Hardware Statement of Work (SOW) U.S. Marine Corps Food Management Information System (MCFMIS) POS

PART I: POS HARDWARE REQUIREMENT

Section 1 – Background

The Marine Corps Installations Command (MCICOM) has a requirement for brand name Hewlett Packard (HP) Point-of-Sale (POS) hardware and associated service maintenance agreement for such hardware. MCICOM requires HP hardware to utilize their Computrition SuitePoint POS software. The resulting solution will implement a standardized Point of Service system, and provide the functionality to support a paperless and cashless accountability process throughout all Marine Corps Mess Halls. The acquisition of the POS hardware is part of the standardization process.

Section 2 – Scope of Request

This SOW describes the general requirements for the production of hardware in support of the MCFMIS Suite Point software. The scope includes hardware production, assembly, configuration, and alignment, integration, testing and shipping to the designated Government specified location indicated in Section 7.13 below. This equipment model should be constructed to support POS terminals for Installations throughout both Continental and Outside of Contiguous United States.

This Statement of Work explains the support requirements with respect to the procurement of the POS equipment for use with the MCFMIS Point of Service System.

Section 2.1 – Assumption of Responsibility

The MCFMIS Project Management Office (PMO) and local commands shall assume responsibility for the operation and sustainment of the POS terminals along with their associated peripheral components in accordance with these requirements. If necessary, local commands will transition any existing POS terminals and deploy new POS terminals and components without loss of service. This applies to any items subject to service level agreements.

Section 3 – MCFMIS Architecture Overview

MCFMIS POS is a multi-application system that interfaces with the MCFMIS FOM Pro system. It is comprised of a Back Office module that manages the POS registers in their various locations. The Back Office system is run in a Windows Server environment with an Oracle 12c database. The Register module collects customer information either by scanning Common Access Cards (CACs) or through manual entry. The MCFMIS POS system will be designed to work either at the point of entry into the mess hall or at the end of the food line similar to a more traditional cafeteria style. This POS Register module is integrated with the POS Back Office system and provides real-time database updates or runs in standalone mode until such time as a connection to the POS Back Office can be established.

Section 3.1 – MCFMIS POS Configuration

As stated above, the MCFMIS POS is a two-module system consisting of the Back Office and the POS Registers or Terminals. Installation of the Back Office and the POS Register Software will be the responsibility of the software provider and/or Headquarters Marine Corps (HQMC) Information Technology (IT), not the HP hardware contractor. Once the Back Office is installed, it will be necessary to image the POS Registers and have them shipped to a predetermined final site. The Government will be responsible for ensuring that fully imaged POS registers are shipped to their predetermined final sites after acceptance of hardware delivery.

The installation site’s local G-6/S-6 department will ensure that each register can communicate with the Oracle database server and that each end-user workstation can communicate with the Citrix Application server farm. The installation of any non-Computrition related software on the register hardware, such as the Active Identity client and any virus scan applications, will be the responsibility of the Government.

POS Appliance Software Configuration

· Windows 11

· ActivClient- currently at version 7.2.2.64 (to be installed by the Government after hardware delivery)

· SuitePoint! POS Register Software (to be installed by the Government after hardware delivery)

Section 3.2 – Certify POS

The SuitePoint! Point-of-Sale system has tested and certified its core functionality around the identified Hewlett-Packard (HP) hardware solution. Facilities Systems Branch, MCICOM will take the POS through the Marine Corps hardware certification process so that it will be authorized to connect to the Marine Corps network.

Below is the itemized list of POS hardware equipment required by HQMC, MCICOM The quantity data is the estimated contract quantity maximum. Refer to Section 11 for Order Quantities and Instructions:

Appendix D POS Asset Tag

1. POS Common Asset Tag

The vendor shall follow Defense Federal Acquisition Regulation Supplement (DFARS) Clause 252.211.7003 regardless of the unit cost.

In accordance with MILSTD 130, the vendor shall affix a permanent foil, plastic or plastic-like, coated, smear-proof, non- removable Marine Corps Identification Plate (MCIP) to each production item regardless of the price of the asset. MCIP’s shall be sufficiently sturdy to last through the expected life of the system and shall be 3 inches high by 3 inches wide. Unless otherwise indicated by the Government, MCIP’s will consist of black lettering placed on a white background. The MCIP will include asset and UII information. The UII information will be presented in both human and machine-readable formats.

There are no special considerations needing to be addressed when determining the marking method and execution of placing the marking on the IT assets.

Unique item identifier (UII) constructs. The methods of UII construction are determined by the enterprise’s serialization protocol.

1. Construct #1 – enterprise identifier and a serial number unique within the assigning activity.

2. Construct #2 – enterprise identifier; original PIN (part number), lot or batch number; and a serial number unique within the original PIN, lot, or batch number assignments.

NOTE: The enterprise that serializes the item will normally assign the UII. Enterprises are responsible for ensuring that their serialization protocols provide globally unique identifiers.

See below for information required to complete a MCIP. The MCIP shall be on an external surface wherever it is most conspicuous and visible. Where possible, avoid placing tags on access panels.

The vendor shall also apply a Garrison Common Asset Tag to each production item. The common asset tag will be a permanent foil, plastic or plastic like, coated, smear-proof, non-removable tag that measures no more than 3 inches by 4 inches. See below for information on how to complete the Garrison Common Asset Tag respectively.

The vendor is responsible for complying with all UII requirements for replacement items, to include applying a UII label, and updating the Item Unique Identification (IUID) registry as applicable. If there is any doubt as to the correct information for completing any portion of the tag or its placement, the vendor shall contact the MCFMIS PMO.
