About this file

This is a technical specifications document for a portable high-pressure power washer system issued by Maine Department of Transportation (MDOT) Fleet Services. The procurement seeks one or more oil-fired, electric motor-powered high-pressure washers, with the Alkota Model 216AX4X listed as the preferred unit or approved equivalent. The specifications detail required performance characteristics including 2.0 gallons per minute discharge volume, 1600 psi pump head pressure, belt-driven tri-plex oil bath pump, and a 2.3 HP 115-volt single-phase electric motor. Additional requirements include a Raycor fuel/water separator, 95-foot stainless steel heating coil, 35-foot 20-amp cord with built-in GFI, and high-pressure detergent application system capable of maintaining combustion smoke levels at Bacharach Scale #1 or #2 with carbon monoxide levels not exceeding 0.01 percent. The equipment package includes a four-wheeled cart with pneumatic tires, 50-foot high-temperature hose with quick couplers, 5000 psi trigger gun with spray tips, and 36-inch stainless steel wand. All units must be delivered to Maine DOT Fleet Services in Augusta, Maine with complete parts and service manuals, and vendors must provide training within eight weeks of delivery.

Pricing terms are not specified in this specifications document. The contract includes a one-year warranty on parts and labor with an extended seven-year warranty on the heating coil, or the manufacturer's standard warranty if more favorable. Bidders must indicate compliance with each specification using standardized abbreviations (X for meeting specification, N/A for not available, DI for dealer installed, or AE for approved equal process) and must provide detailed explanations and vendor specification proposals for any exceptions or alternative equipment. Maine DOT reserves the right to pre-inspect equipment before delivery and will evaluate bids on best value considering price, warranty, manufacturer performance data, delivery schedule, parts availability, and other relevant factors. Bids lacking requested information or containing false or misleading information will be rejected as unresponsive.
