About this file
This document appears to be a set of requirements for a Portable Diving Air Compressor. The key details are:
The compressor must be an air-cooled, multi-stage type with an intercooler, final after cooler, and an appropriate multi-tower air purification/filtration system capable of processing air to CGA grade "E" standards. The prime mover can be diesel or gasoline. Required features include a dry element inlet filter, moisture separator, oil pressure gauge, pressure relief valve for each stage, low oil pressure shutdown switch, automatic unloaded operation, automatic condensate drain, discharge check valve, and belt/pulley guards. High-pressure compressors must also have pressure gauges for each stage, after cooler, high temperature shutdown, hour-meter, and back pressure regulator. The compressor must have stainless or non-cadmium fittings/bolts, calibrated pressure gauges, hydro-test certificates, and tagged safety relief valves. A visual CO/moisture indicator is required, not an electronic monitor. The compressor must have rollers and a 5-foot SCUBA charging whip, and a 10-foot intake air snorkel.
This requirement is associated with a federal contract opportunity, Solicitation Number FA441724Q700, for a Dive Air Compressor, issued by the Department of the Air Force Special Operations Command.

Requirements for a Portable Diving Air Compressor:
(1) The diving compressors shall be air cooled multi-stage type with an intercooler between each stage, a final after cooler and be fitted with an appropriate multi tower air purification /filtration system. The purification system shall process air to CGA grade "E" standards. Specify at time of order an air quality test be performed prior to system shipment. A copy of the air analysis report shall be included in the compressor documentation package. Breathing air purification systems shall be sized appropriately to match the output capacity of the selected air compressor.
(2) Prime mover may be diesel or gasoline, as fits the specific operational requirements of the unit employing the compressor.
(3) All diving air compressors should have the following basic features: dry element inlet filter, moisture separator or air purification system; oil pressure gauge; pressure relief valve for each compressor stage; low oil pressure shutdown switch; automatic un-loaded; automatic condensate drain capability; discharge check valve; and belt/pulley guards.
(4) All high-pressure compressors should also be equipped with pressure gauge for each stage, after cooler, high temperature shutdown switch, hour-meter, and back pressure regulator.
(5) When purchasing a diving air compressor specify that all fittings/bolts be stainless or other suitable material that is not cadmium.
(6) Specify at the time of order calibrated pressure gauges, hydro-test certificates for all separators, purification chambers, and flex hose charging whips. Additionally, all safety relief valves are to be equipped with a metal tag wired to the valve body indicating the working pressure and test date of said valve.
(7) Electronic carbon monoxide monitors/detectors are not required to be installed in high pressure breathing air compressors but at a minimum a visual CO/Moisture indicator.
(8) Must be equipment with Rollers and the weight should allow for two person lifting capability, must include a 5-foot SCUBA Charging whip (the whip needs to be proof tested to 2X the working pressure of the compressor system and have an installed strained relief (in case of the whip failure). Hose will be thermoplastic.
(9) Intake air Snorkel 10 min feet in length with end cap.
