Statement of Work Navigation Response Branch R/V Bay Hydro II Port Generator Repair (Electrical Side)

1. GENERAL

The National Oceanic and Atmospheric Administration’s (NOAA) Office of Coast Survey (OCS), Navigation Response Branch (NRB) requires maintenance repair services for the 57’ NOAA/OCS Research Vessel BAY HYDRO II, NOAA Hull Number S5401. The vessel was built by Kvichak Marine Industries in 2008 and is equipped with two 12KVA Northern Lights generators, however, this requirement is only intended for the port side generator. This generator currently has 2514.3 hours on it and has a Model Number of M843NW2.3, a Serial Number of 8432-42894-C, and the electric end of the generator is Northern Lights Part Number PX-312K2.2 (single phase)Tier III. The general specifications of the S5401 are as follows:

· Length 57 ft

· Draft 5.5 ft

· Beam 20.8 ft

· Displacement 30.1 long tons

· Catamaran Style Hull

R/V Bay Hydro II has performed all manufacturer recommended preventive maintenance (PM) for the engine side of the unit. In January 2020, the generator was removed from the vessel, and had the following repair work performed on the unit: replacement of the raw water pump, replacement of missing governor spring, replacement of exhaust elbow gasket, replacement of thermostat and gasket, replacement of starter, replacement of alternator, replacement of vented loop and hoses, replacement of all raw water hoses, replacement of enclosure latches, full cleaning of unit, and painting of unit.

Although, R/V Bay Hydro II has continuously maintained the engine side of the generator set, the electrical end has never been serviced. In early October of this year, R/V Bay Hydro II started the unit while conducted their pre-underway check list, let the unit warm up for fifteen minutes, and then switched from shore power to generator power only to find that the generator set was not producing any electrical current. Upon trouble shooting by the crew of R/V Bay Hydro II, it was found that the unit was only producing 11VAC. At this point, a local Northern Lights Certified Technician was hired to conduct a more thorough trouble shooting of the unit and found the failure to be somewhere inside the electrical end of the unit. Due to R/V Bay Hydro II being a catamaran style hull, the only way to remove the electrical end of the generator is to remove the entire generator set from its mounted position within the port engine compartment.

2. OBJECTIVE

The objective of this solicitation is to procure the services of a company to remove the port generator from the vessel, have a Northern Lights certified technician replace the electrical end of the generator set, bench test the generator to insure proper working order, and the company to fully re-set the generator back in its original location, then reconnect all raw water and electrical connections.

3. SPECIFICATIONS

3.1 The contractor shall disconnect all raw water plumbing, wet/dry exhaust, and electrical connections to the vessel’s electrical system.

3.2 Utilizing the proper lifting equipment, the contractor shall remove the generator from the vessel. This requires the removal of a section of the main engine’s wet/dry exhaust as well.

3.3 Technician shall remove the electrical end of the generator set and replace with an OEM electrical end.

3.4 Technician shall bench test the generator set and insure the unit is working as intended by the manufacturer.

3.5 The contractor shall reinstall the generator set into its original position within the engine compartment of R/V Bay Hydro II.

3.6 The contractor shall reconnect all raw water plumbing, wet/dry exhaust, and electrical connections associated with the generator set.

3.7 The contractor shall reinstall the removed main engine wet/dry exhaust section using new gaskets between sections.

4. CONDITION FOUND REPORTS (CFRs) In the event that the technician discovers a malfunction of any other part of the generator set while performing any of the Specifications as listed above, the contractor shall submit, in writing, a simple report explaining the failure, what specific OEM parts are associated with the failure, and an estimate to repair/replace said failed part(s).

5. PERIOD OF PERFORMANCE

Period of Performance shall be agreed upon by the Contract Officer’s Representative (COR), the Officer in Charge (OIC) R/V Bay Hydro II, and the contracted technician, but shall not exceed 90 days from the date of the contract award.

6. PLACE OF PERFORMANCE

The R/V Bay Hydro II is home ported in Solomons, Maryland, central Chesapeake Bay. All work shall be accomplished at the contractor’s facility, the boat’s home port, or a mutually agreed upon location to be determined and documented in the contract prior to final award. NOAA shall deliver the vessel to the contractor’s facility or agreed upon location, and NOAA shall retrieve the vessel at the same location at the end of the period of performance. Should this work need to be performed in a location other than Solomons, MD, the following considerations shall be taken into account:

1. Work shall be performed within 140 nautical miles (by boat) of Solomons, Maryland.

2. The port where the work is being performed shall have a controlling depth of 8 feet or greater at MLLW to ensure that the boat can safely maneuver to the location where work shall be performed.

3. The vessel shall have 250 VAC 50 amp shore-power for the duration of the contract. If the power must be disconnected for a period of time, the time and duration shall be agreed upon by Government Contact Point (GCP) prior to disconnection.

4. Daily access to the vessel for routine work by the crew shall be ensured unless previously arranged via the GCP.
