About this file

This is a Purchase Order Request for Proposals (PORFP) issued by the Maryland Department of Transportation Maryland Transit Administration (MDOT MTA) for Interactive Voice Response (IVR) system maintenance services under the PBX IV Telecommunications Equipment and Services Master Contract. The solicitation is limited to Master Contractors already awarded contracts under the primary PBX IV Master Contract (#001B0600162) and encompasses three functional areas: Hardware and Associated Peripherals and Software (FA I), Manufacturer's Extended Warranty and Maintenance Services (FA II), and Time and Material Labor (FA III). Services include continuous monthly fixed-fee maintenance coverage for IVRs and peripheral equipment, technical support including troubleshooting and help desk services, emergency maintenance procedures, and labor for moves, adds, changes, installations, and end-user training. The PORFP was issued on October 28, 2026, with proposals due by November 12, 2026, at 9:00 AM ET, followed by a public bid opening at 11:00 AM ET the same day. Questions must be submitted by November 2, 2026, at 5:00 PM EDT. The manufacturer specified is MS Technologies, and performance locations include MTA sites throughout Maryland. The contract period runs from February 23, 2027, through December 31, 2030. Bidders must submit password-protected proposals with separate technical (Word document) and financial (Excel document) proposals via email to the Agency Point of Contact.

Pricing is quoted for the period February 23, 2027, through December 31, 2030, with proposals valid for at least 90 days after the due date. The state will pay only for actual labor hours expended, not estimated hours. Master Contractors are required to be authorized resellers for MS Technologies and must provide a Letter of Authorization from the manufacturer if requested, along with screenshots of Manufacturer's Suggested Retail Price (MSRP). The PORFP includes Minority Business Enterprise (MBE) and Veteran-Small Business Enterprise (VSBE) participation goals of 25 percent and 2 percent, respectively, calculated only on FA II and FA III values. No small business reserve (SBR) designation applies. Winning vendors must provide updated equipment inventory listings within 60 days of award and Visio configuration diagrams within three months of award. End-of-Life or End-of-Support equipment must be bid as "Best Effort," defined as labor to troubleshoot and repair using materials available in the contractor's inventory or primary and secondary markets. Invoices must be submitted to the MTA Accounts Payable office and comply with all requirements outlined in COMAR 21.06.09.01 and .02 to be considered proper invoices for payment processing.
