About this file
This document is a Purchase Order Request for Proposals (PORFP) for the Maryland Department of Information Technology (DoIT) related to the Commercial Off-the-Shelf (COTS) Software Master Contract. The PORFP is for the renewal of Splunk software licenses under Functional Area I (COTS Software), Functional Area III (Manufacturer's Software Maintenance), and potentially Functional Area II (Installation and Training Services). The PORFP is limited to Master Contractors awarded under the COTS 2012 Master Contract. The proposal is due on March 31, 2023, by 4:00 PM EDT. The license renewal term is from June 29, 2023, to June 28, 2024.
The evaluation criteria for award will focus primarily on price, with other factors to be established at the PORFP level. The agency POC will recommend award to the Master Contractor whose proposal is determined to be the most advantageous to the State. The PORFP does not indicate any Small Business Reserve or other set-aside requirements. Invoicing instructions and other administrative details are also provided.
