This is a Request for Proposals (RFP) issued by the Town of Poolesville, Maryland, for a Comprehensive Municipal Facilities Decarbonization Study funded through the Maryland Energy Efficiency and Conservation Block Grant (EECBG) Program (MEA Grant No. 202611121S3). The study will assess current energy use across Town-owned facilities, identify greenhouse gas emission reduction strategies, and develop a decarbonization roadmap. The scope includes energy audits at ASHRAE Level I or higher, benchmarking using ENERGY STAR Portfolio Manager or equivalent, identification of electrification and efficiency opportunities with cost-benefit analyses, development of prioritized implementation roadmaps, staff training on energy management best practices, and preparation of a final report meeting Maryland Energy Administration and Department of Energy reporting requirements. The RFP was issued October 1, 2026, with a deadline for questions on October 9, 2026, and proposals due October 15, 2026. Contract award is anticipated October 19, 2026, with project kickoff within two weeks of execution. The not-to-exceed budget for this contract is $106,000. Only planning activities are eligible under the grant program; capital improvements, construction, and purely research-driven activities without direct application to energy efficiency are excluded. The selected consultant must comply with MEA General Provisions, DOE Special Terms and Conditions, and workforce residency requirements mandating that 80 percent of workers be located within 50 miles. Proposals will be evaluated based on value proposition, longevity and continuity of planning, alignment with existing Maryland policies including Building Energy Performance Standards and the Renewable Portfolio Standard, and collaboration and stakeholder engagement. The Town may request interviews or additional documentation from proposers. Proposals must be submitted electronically in PDF format to Niles Anderegg, Assistant Town Manager, at wyost@poolesvillemd.gov with subject line "RFP - Municipal Facilities Decarbonization Study."
