STATEMENT OF WORK
Objective:
The Contractor shall provide a comprehensive swim pool management services to include seasonal opening and closing of the pool. 1 Pool Manager and/or 1 Assistant Manager and 5 Lifeguards. In addition will provide a daily/weekly maintenance and cleaning of the Aquatic Center and its grounds.
Requirements:
JBAB FSS is requesting Pool Management Service to support the Base Swimming Pool Operation located at Bldg. 51 Theisen Street, Joint Base Anacostia Bolling, DC 20032, from Monday, 3 May 2021 through Monday, 6 September 2021. The main pool is a 30 meter pool with a diving board and climbing wall. There is also a junior pool and a baby pool.
1. Operating Hours: The pool will open to the public on Friday, 28 May. The pool must be fully operational for MDG health inspection on Friday, 14 May. Monday, 3 May the Contractor can begin di-winterization, cleaning, and prep, etc. Pool Manager (PM) or Assistant Pool Manager and support staff will prep from Monday, 3 May- Thursday, 13 May. Pools must be maintained daily until opening day.

Lap Swim will be offered Tue – Fri, 0600-1100; Sat – Sun, 1000-1100. Open Swim Tue – Fri, 1200-1930; Sat – Sun 1200-1930. Monday’s will serve as in-service days and will be closed to the public.
Before Pool Open (Friday, 28 May 2021). The Contractor will have pool in operational condition before pre-opening health inspection.
· Prepare Bath house and guard office for opening.
· Organize existing furniture on pool deck and pavilion area.
· Remove all pool covers for storage, clean pools and fill
· Prepare a list of First Aid items needed.
· Familiarize all staff working the facility with local emergency procedures and local policies.
· Familiarize all staff with local reporting procedures for water clarity and high/low chlorine levels.
· Familiarize staff with local inclement weather reporting procedures and all others as necessary.
· Provide the Pool Facility Manager with CDC guidelines and Contractor (American Red Cross/Ellis) regulations for operating pools. The CONTRACTOR and Pool Facility Manager will work closely to ensure government rules are implemented.
While Pool is Open:
A. The Contractor will schedule a Pool Manager or Assistant Pool Manager to be on duty during all operational hours.
B. All employees will be required to wear uniforms (provided by Contractor readily identifying them as lifeguards.
C. The Contractor agrees to provide a full time supervisor to conduct unannounced inspections. The Contractor will transmit documentation of these inspections to the Pool Facility Manager each week.
D. The Contractor Pool Manager and/or Assistant Pool Manager agrees to meet with the Fitness Center Director or representative periodically to discuss pool operation and related issues.
E. The Contractor Pool Manager and Fitness Director will be present for all Safety and Health inspections conducted by JBAB for both opening and closing season.
F. During the season, pool staff will lifeguard the main pool and the junior pool, check and clean the facilities, and clean the pool. They will be responsible for the following:
1. Performing and documenting an hourly check of tile free available chlorine and pH of water. Pool Manager or Assistant Manager will adjust levels.
2. Cleaning bathhouses and guard office.
3. Vacuuming and brushing the pool; general cleaning of surrounding pool area.
4. Cleaning skimmer baskets.
5. Cleaning waterline tile.
6. Conducting and documenting daily safety inspections.
7. Ensuring the outside park and fence perimeter is free of debris and trash.
8. Ensuring rescue equipment is readily available and in working and satisfactory condition.
9. Operating pool in accordance with rules established by governing Health Department's recognized safety rules.
10. Immediately notifying the Pool Facility Manager or representative of any broken damaged equipment.
11. Immediately notifying the Pool Facility Manager of supply needs to maintain facility.
12. The Contractor will provide senior management personnel, in-service trainers, to respond as needed, but will also maintain team support throughout the opening season of the pool.
2. Personnel
| A. | All personnel employed by Contractor shall be employed solely by and will be employees of Contractor will be responsible for paying these employees and shall pay all taxes and costs incident to the work of the employees. |
| B. | All lifeguards employed by the Contractor shall have and remain current throughout this agreement in proper Red Cross or other NATIONALLY RECOGNIZED certifications in lifesaving and water rescue methods and skills, basic first aid, and child/adult CPR and Blood Borne Pathogens. |
| C. | The Contractor will ensure 1 Pool Manager and/or 1 Assistant Pool Manager is available for in service day on Monday’s |
3. Lifeguard Staff Requirements:
A. During adult lap swimming at least 3 lifeguards are required to be on duty.
B. The pool customer to lifeguard ratio must be maintained at, or below, 50 to 1. The Contractor has the authority to maintain a below ratio to maintain a safe environment. In the event there are not enough on duty to accommodate the bather load, the Contractor will work closely with the Pool Facility Manager to add additional staff members.
4. Closing the Pool during Normal Hours of Operations In the event the pool closes early, the Contractor will notify the Pool Facility Manager. All labor associated with early closures will be approved by Pool Facility Manager.
A. The Contractor will coordinate with Pool Facility Manager before closing the pool due to violation of state and local jurisdiction regulations, inclement weather, breakdown of equipment, an emergency situation, and safety concerns, or by other causes outside of our control.
B. Inclement weather is defined as follows (on the ground observations):
a. Rainfall or forecasted prolonged rainfall,
b. Lightning and Thunder - upon sighting of lightning, pool will be closed immediately and will remain closed for 30 minutes after the last visual sighting of lightning. Upon the sound of thunder, pool will be closed immediately and will remain closed for 30 minutes after the last sound of thunder.
| C. | Actual ambient air temperatures less than 68 degrees. |
| D. | If the pool has not opened by 6:30 PM due to inclement weather, the facility will remain closed, regardless of weather conditions, until the next scheduled day of operation. In the event of inclement weather that arrives after 6:30 PM, the pool shall be closed for the remainder of the evening. |
| E. | Should there be vomit, human feces, animal feces, or deceased animals introduced into the pool water, the pool will be closed for maintenance and super-chlorination. In certain cases, the pool will be closed for the remainder of the day. |
5. Reporting Accidents or Incidents
The Contractor will maintain a daily log to record accidents or incidents. In case of accidents, treatment of the customer is the first priority, to include calling an ambulance. With regard to accidents requiring medical treatment, the Pool Manager will call the Fitness Director at 202-767-5895 or cell as soon as capable. If an accident happens after 1700 hours, the Pool Manager will contact the Pool Facility Manager at home.
6. Pool Parties/Reservations Pool Parties will take place after normal operating hours of the pool, starting no earlier than 1930 ending no later than 2200, Tuesday-Sunday.
A. The Contractor agrees to provide staff to support (5) private pool parties. 1 Pool Manager and/or 1 Assistant Pool Manager and 5 lifeguards will be needed B. No alcohol will be permitted during private reservations or normal daily operations of the pool.
C. The Contractor will ensure a Pool Manager or Assistant Manager is on duty for the scheduled time of the reservation.
D. All Fees will be paid to the pool; the Contractor will not accept any payments.
E. Pool parties can be scheduled no less than one week from the reservation date. Pool Manager will notify the Fitness Center Director of all scheduled pool parties for final approval.
7. POOL SEASON CLOSING (Labor Day, Monday, 6 September 2021) The Contractor will perform the following service necessary to close the pool.
A. Store first aid, emergency, maintenance, and test equipment in designated areas.
B. Remove furniture from deck and store in designated area.
C. Submit a list of repair and supply recommendations for the following season.
D. Clean the pool and the bathhouse.
8. RULES GOVERNING THE USE OF THE FACILITY
At a minimum the Contractor will be responsible for enforcing the below rules. Standard policies and procedures the Contractor has established for the operation and management of the facility can be incorporated with approval of the Pool Facility Manager.
A. The use of base pool facilities will be determined by the Fitness Center Director using Air Force Instruction 31-101 B. Lifeguards and aquatic staff are provided for the protection and welfare of all patrons and their guests. All aquatics staff members have been instructed to enforce rules of safety and good behavior.
C. No one will enter the aquatics complex when the facility is closed or when admission is denied because capacity has been reached.
D. Full scuba gear is not permitted in the complex unless part of an organized class.
E. Children under the age of 16 require immediate supervision - NO EXCEPTIONS. Patrons found in violation of this will be asked to leave the pool premises or will be prohibited from entering the facility until the above requirements are met.
F. The Wading Pool is restricted to children 5 years of age and younger. Parent/Guardian must supervise their children at all times. Children who are not toilet trained must wear tight fitting rubber panties or swim diapers under their swimsuits. NO EXCEPTIONS will be made to these rules.
G. The Junior Pool is restricted to children 13 years and younger.
H. Children 16 years of age may be left unattended only if they can demonstrate the ability to swim at least 25 yards, tread water for 1 minute, and pull themselves from the water without using the ladder.
Green Wristband: indicates a strong swimmer. A strong swimmer is allowed to swim anywhere in the pool.
Yellow Wristband: indicates a medium swimmer. A medium swimmer is not required to wear a Personal Flotation Device (PFD); however, they are restricted to the shallow end of the pool at all times.
Red wristband: indicates a non-swimmer. Non-swimmers are required to wear a Personal Flotation Device (PFD) and are restricted to the shallow end of the pool at all times.
A swim test log will be kept at the main pool front deck. Upon check-in, all patrons under the age of 16 are required to obtain the appropriate wristband and wear it at all times while in the facility.
I. Beverages must be in unbreakable containers and not within twelve (12) feet of the pool. Food is not permitted on any deck area. All food purchased from the vending machines must be consumed in the snack bar and/or area. Customers may bring pre made food products, which must also be consumed within the snack bar and/or grass area. All trash must be properly disposed in the provided trash receptacles. No alcoholic beverages are permitted.
J. COMEPTETIVE BREATH HOLDING or PROLONGED UNDERWATER SWIMMING IS PROHIBITED. Boisterous rough play, running, ball playing or causing a disturbance will not be permitted in the pools or complex.
K. Bringing any type of glass container in the complex is strictly prohibited.
L. Toys and equipment are strictly prohibited in the pool. Prohibited items include, but are not limited to rafts, kickboards, inner tubes, scuba gear, swim fins, masks, water wings, balls, Frisbees, inflatable objects, or other similar items. Dive rings or similar devices may be used as training aids during Instructional Classes only. Personal Floatation Devices (PFDs) are permitted in the shallow areas with parental supervision. Parent must be within arm's reach of the child wearing a PFD. Only PFDs that have been "US Coast Guard Approved" are permitted. The aquatics complex offers PFDs for use during pool hours.
M. Suntan lotion must be removed prior to entering the pool.
N. No more than one person is permitted on the diving board at any one time. Do not dive until the previous diver has cleared the diving area. Do not dive or jump towards the poolside. No horseplay or hanging on the diving board. Only a forward jump, forward dive and one bounce are permitted. Back dives, dives with flips, rotations, stunts, maneuvers or tricks are prohibited. Swimming through the diving area is prohibited.
O. Persons suffering from skin infections or communicable diseases will not be permitted in the pools.
P. Dive in specified areas only. Diving with a facemask, goggles or a PFD is prohibited.
Q. Appropriate swimwear is required. Cutoff shorts, fad attire, thongs, etc. are not acceptable.
R. A fifteen (15) minute rest period, every hour, will be observed in the pool areas for swimmers eighteen (18) years of age and younger. This is to provide adequate rest and to establish a safe pool operation. During this rest period, parents/guardians are allowed to bring their young children, five (5) years and younger into the main pool.
S. The entire complex is a smoke-free area. Smoking is only allowed in designated areas outside the main gate.
T. Vulgar, obscene, and/or abusive language or gestures will not be tolerated from any patron. Violators will be warned. Repeat offenders will be asked to leave the complex and privileges will be suspended.
U. Parents are responsible for the safety and conduct of their children at all times. Sponsors are similarly responsible for their guests.
V. The Pool Manager and Assistant Manager are authorized to expel from the complex with the consent of the Fitness Director. Any patron who declines to obey lifeguard instructions for safety and/or behavior from the complex. The Fitness Center Director must be notified immediately. Any patron under legal age will have their parents or legal guardians notified and an incident report will be filed.
W. Customers should not issue instructions or complaints to lifeguards. Any concerns should be addressed with the Pool Manager or Assistant Manager with Fitness Center Director direction The Contractor must:
1. Provide all Pool Manager/Assistant Pool Manager and lifeguard certifications. To include CPR and First Aid for children and adults. In addition must provide Business Certification and Liability Insurance. All documentation and certification must remain current throughout the pool season.
2. Ensure all phases of pool operation meet the CDC, Health Department, OSHA, public safety standards, Air Force requirements and fill out necessary accident/incident reports.
3. Ensure employees are trained in Blood Borne Pathogens and Hepatitis B Vaccinations are up to date.
4. Be present at Pre and Post Season Inspections.
5. Obtain insurance for all non-government property and merchandise used by the Contractor in the operation of their duties against theft, fire, storm, flood, and damage, or destruction through any other force of nature; or in lieu thereof, to relieve the Air Force from any liability arising from such theft, loss, damage, or destruction. The CONTRACTOR must provide proof of insurance to the Contracting Officer.
6. Comply with all memoranda, bulletins, and letters of instruction issued by the Contracting Officer.
7. Keep the service area clean, orderly, and safe to the satisfaction of the Pool Facility Manager or his or her representative.
JBAB will:
1. Provide keys and combinations for access to the facility.
2. Provide all local operating instruction for facility, emergency procedures, and telephone numbers. The Fitness Director will work closely with the CONTRACTOR to ensure all information and guidelines are provided.
3. Provide all necessary utilities such as water, gas, and electricity.
4. Prepare facility for use:
A. Insure all fencing prevents unauthorized entry into pool area and repair if necessary, B. Complete all building repairs such as broken windows or doors, toilet partitions, damaged tile or drywall, etc.

5. Complete any needed plumbing repairs.
6. Inspect electrical systems and repair as required. Supply and install light bulbs.
7. Provide a hard-wired telephone and activate phone service.
8. Provide employees with free parking at all times.
9. Provide all members with a pool pass including the age of residents on the pass.
10. Provide cashiers to operate the facility and receive funds.
11. Organize pre and post Season Public Health and Safety Inspections.
