Section 00 22 11 Page 3

1.0 OVERVIEW

1.1 Interested firms (here after referred to as Offerors) shall submit proposal demonstrating their capability to successfully execute the construction contract resulting from this solicitation. The Government will evaluate the proposals in accordance with the criteria described herein.

1.2 This is a “Best Value” solicitation for the construction of a rotary wing parking apron located on Wheeler

Army Airfield, Hawaii. The Government will evaluate the proposals in accordance with FAR 15.101-1, Tradeoff

Process, and the criteria described herein, and award a firm fixed price contract to the responsible offeror whose proposal conforms with all the terms and conditions of the solicitation and whose proposal is determined to represent the overall best value to the Government.

2.0 BASIS OF AWARD

2.1 The Contracting Officer will award a firm fixed-price contract to the responsible Offeror whose proposal the Source Selection Authority has determined conforms to the solicitation, is fair and reasonable, and offers the best overall value to the Government, considering all non-price factors described herein, and price. All evaluation factors, other than price, when combined, are considered significantly more important than price, however the contract award may not exceed the funds available for this project. The intent of this solicitation is to obtain the best proposal within this cost magnitude. After the Government individually evaluates and rates each proposal, the

Contracting Officer/Source Selection Authority will compare proposals to determine which proposal represents the best value. Proposals will not be ranked. To be eligible for award, a rating of no less than “Acceptable” must be achieved for Factors 1, 2, 4, and 5, and a rating other than “Limited Confidence” or “No Confidence” must be achieved for Factor 3. The Government reserves the right to accept other than the lowest priced offer or to reject all offers. The Government will not award a contract to an Offeror whose proposal contains a deficiency, as defined in

FAR 15.001. If there is a lower priced, conforming offer(s), the Source Selection Authority must determine that the added value of a more expensive proposal (within the cost magnitude) would justify award to that offeror.

3.0 GENERAL INSTRUCTIONS

3.1 Proposals should be submitted initially on the most favorable terms from a price and technical standpoint.

Do not assume that offerors will be contacted or afforded an opportunity to clarify, discuss or revise their proposals.

3.2 Firms formally recognized as small business firms formally organized as construction contractors that have associated specifically for this project, consortia of firms or any other interested parties may submit proposals.

Associations may be as joint ventures or as key subcontractors.

3.3 Submit proposals in tabbed, three-ring binders. Note that the Government will not evaluate any material that exceeds the page limits, where indicated below. AM#05… A total of 75 pages are limited for Volumes 1 and 2 combined. …AM#05

4.0 PROPOSAL INFORMATION AND RELATED EVALUATION FACTORS

protection of rare, threatened, and endangered animal and plant species identified, including their habitats, is the Contractor's responsibility.

Preserve the natural resources within the project boundaries and outside the limits of permanent work. Restore to an equivalent or improved condition upon completion of work that is consistent with the requirements of the Installation Environmental Office or as otherwise specified.

Confine construction activities to within the limits of the work indicated or specified.

8453122 Specifications 32 13 14.13

Section 2.3.2.3

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Specification requires use of No.4 Rock (1.5-0.75 inches) and No. 67 rock (0.75 inch - No. 4) for coarse aggregates of concrete mix design.

- Currently only one local aggregate supplier has the ability to produce No 4 rock and their aggregate does not meet "moderate weather" deleterious requirements.

- Durability issues may occur due to the gap in size between the reuqired No. 4 and No. 67 aggregate gradations. To meet specified coarseness and workability factors additional cementitous materials will need to be added. While high cement mixes do reach strength rather quickly, they also increase brittleness and the potential for cracking.

- Due to the natrual geographic location and its formation, Hawaii produces durable crushed basalt aggregate with more angularities, allowing for the use of smaller aggregates and less cementitious materials.

- Stringent composition and sizing requirements will require import of aggregate material and force contractors away from local vendors unncecessarly driving up cost.

Will the Government approve a mix design that utulize 3/4" or 1" nominal max aggregate sizing in lieu of No. 4 rock called out in specification, as has been previously approved on other DOD airfield paving projects for both USACE and NAVFAC in the State of Hawaii.

On: Mar 16 2020.

Government Response. . The Government will not take any variations to the course aggregate sizing into consideration. Prepare the proposal in accordance with the specifications. On: Apr 09 2020

Specification states "No exceedence of the tolerances specified in paragraph SURFACE SMOOTHNESS is acceptable. Remove and replace pavements exceeding the tolerances."

Past projects have allowed the use of PCC Diamond Grinding as an adjustment to surface smoothness within an outlined specification given core information can verifiy thinckness.

Request the use of Diamond Grinding as a means to correct smoothness deficiencies within 0.04' of required specifacations.

On: Mar 16 2020.

Government Response. . Section 32 13 14.13 paragraph 1.1.4.3 pertains to smoothness requirements for aircraft arresting systems and is not applicable to this project. Paragraph 1.1.4.3 will be removed from the specification in an upcoming amendment.

Diamond grinding as a means to correct smoothness deficiencies shall meet the specification requirements. On: Apr 09 2020

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Specification requires batch plant to be onsite or "off Government premises no more than 30 minutes haul time from the placing site. Water and electrical are not available on the project site."

- Local vendors are located at least 30-45 minutes travel time from the project site. To utilize local vendors, a travel time of 45 minutes or longer would be needed.

- Specifications indicate that if an onsite batch plant were to be utilized that water and power would not be provided. This would require the use of a generator to power any onsite batch plant. A generator of that size demands special permitting that could delay startup by up to one year.

- Spec section 3.4 allows for 45 minutes from time of batch to placement.

Request clarification that the offsite batch plant may be located up to 45 minutes from the placement site, so long as delivery times specified in section 3.4 are met.

On: Mar 16 2020.

Government Response. . There is water and electrical utilities near the project site for use. Paragraph 2.11.1.1 will be changed in an upcoming amendment.

Section 2.3.2.4

Para. 2.3.2.4, table 5 (Limits of Deleterious Materials in Coarse Aggregate for Airfield Pavements) contains requirements for "Severe" and "Moderate" weather.

Hawaii is unique among the United States in that it has warm weather conditions year round.

Ambient air temperatures for this project average 70s-80s Fahrenheit so there is no risk of exposure to freeze thawing cycles or the use of deicing chemicals. Hawaii has a milder climate than coastal southern California, which is classified as "negligible weather" per Fig.1 from Page 7 of ASTM C33 "Location of Weathering Regions".

In order to allow local concrete suppliers, with proven DOD airfield mix designs and prevent unnecessary cost to the gov't; request to waive the deleterious aggregate requirement for this project to "Negligible Weather".

Please consider waiving the requirement to test Aggregate Deleterious & ASR tests every 30-days of concrete production as required by table 6 in para. 3.12.2 so long as the aggregate source remains unchanged. It takes 5 weeks to complete the ASR Testing ASTM C1260 and C1567. Freeze thaw testing requires 300 cycles of freezing and thawing at 30 cycles per week for a total testing duration of 10 weeks. These duration's do not include the time to ship samples and report development. Due to the fact that Hawaii doesn't have a history of ASR issues and the climate is not prone to freeze thaw conditions, please consider waiving this unnecessary requirement that adds significant time and cost to the Government.

8454057 Specifications

Section 2.12.4

Specification states "maximum allowable slump of the concrete at point of placement is 2 inches for pavement constructed with fixed forms."

- Hawaii aggregates are crushed basalt and not limestone or granite like in the continental US.

This results in an aggregate with harsh, angular particles and significant surface texture. These conditions result in higher water demand and more challenging placement and finishing. Two inch max slumps have been attempted by past projects without success as the angular basalt mix could not be consistently consolidated leading to finishing issues.

- Lower slump mixes require the use of specialized mixer trucks with large fins not available in State. Standard ready-mix concrete trucks will take 20+ minutes to discharge a load of concrete with 2" or less slump and will not discharge the full load. This will significantly affect pour rates and finished product.

- Use of fixed forms eliminates the concern for edge slump allowing for quality edges while utilizing a slightly higher slump.

Request increasing fixed form concrete slump to 3" maximum at the point of placement.

Government Response. . The specification will not be changed to increase the concrete slump. Prepare the proposal in accordance with the specifications. On: Apr 09 2020
