The contractor must provide licenses for four point-of-care testing (POCT) systems on the Siemens UNIPOC middleware platform: Nova StatStrip whole blood glucose system, Abbott i-STAT portable blood analyzer, Abbott POC DE Module, and Siemens RAPIDPoint 500e blood gas system. The licenses must support at least 55 Nova StatStrip glucometers, 20 Abbott i-STAT analyzers, the Abbott POC DE Module, 4 Siemens RAPIDPoint blood gas analyzers, and all WBAMC operating personnel, while interfacing with MHS Genesis and the laboratory information system (LIS). The UNIPOC system manages inventory, linearity and QC data, staff training and assessments, proficiency tracking, patient identifiers, test results with date/time stamps, and generates monthly reports including statistical analysis, Levi-Jennings QC charts, linearity evaluation, and operator data mining. The contractor must ensure Joint Commission and College of American Pathologists compliance and provide bi-directional interface integration at no additional cost if not already approved to connect to MHS Genesis.
The PWS establishes comprehensive information security requirements including DoD cybersecurity compliance, Risk Management Framework (RMF) implementation with Authorization to Operate (ATO) or ATO-Conditional status, HIPAA compliance, personnel security clearances, Common Access Card (CAC) authentication, VPN connectivity through the MHS Virtual Private Network B2B gateway via contractor-procured ISP, AT Level 1 and OPSEC training completion, and full agreement to Service Information Assurance requirements. The contractor must submit DHA Application Request Worksheets within six months of award, complete Form 41s for system administrators, comply with all DoD directives and Army regulations regarding cybersecurity and personnel security, and ensure all contractor personnel undergo appropriate background investigations at contractor expense. The contractor is responsible for all VPN hardware and software costs, system administration, troubleshooting, incident response, problem management within established Service Level Agreements, and ensuring no interruption to WBAMC POCT workflow.

Part 1
General Information
1. GENERAL: This is a non-personnel request to provide a license for the Nova StatStrip whole blood glucose system, Abbott i-STAT portable blood analyzer, Abbott POC DE Module, and the Siemens RAPIDPoint 500e blood gas system on the Siemens UNIPOC middleware platform currently in use.
The Government shall not exercise any supervision or control over the software license providers performing the responsibilities herein. Such software license providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Software Upgrade/Introduction: The contractor shall provide all training/support personnel, supplies, transportation, tools, materials, supervision, software and other items and non-personal items necessary to support the Nova StatStrip license, the Abbott i-STAT license, Abbott POC DE Module license, and the Siemens RAPIDPoint 500e license for the POCT program as defined in this Performance Work Statement except for those items specified as government furnished property. The contractor shall perform to the standards in this contract.
1.2 Background: The Point of Care Testing (POCT) office manages all testing performed by non-laboratory personnel throughout William Beaumont Army Medical Center (WBAMC). POCT plays several distinct roles within the Department of Pathology at WBAMC and is focused on providing accurate and timely laboratory results at the patient’s bedside. WBAMC POCT currently has the Nova StatStrip glucometer system, the Abbott i-STAT blood analyzer, Abbott POC DE Module, and the Siemens RAPIDPoint 500e blood gas analyzer. These three systems require a license, provided by the middleware vendor Siemens, in order to establish interfacing and connectivity.
The WBAMC POCT systems licenses provide the ability to use the UNIPOC data management system which manages inventory, linearity and QC data, staff training and assessments, proficiency tracking, patient identifiers and results to include date/time of testing and system operator. Monthly reports generated from the system include statistical analysis of workload, Levi-Jennings QC charts, linearity evaluation, and operator data mining.
The WBAMC POCT systems licenses for the UNIPOC system ensures Joint Commission and College of American Pathologists compliance by placing the result directly into the electronic medical record.
1.3 Objectives: The overarching objectives of the support described in this PWS are to:
• Purchase the Nova StatStrip license, the Abbott i-STAT license, Abbott POC DE Module license, and the Siemens RAPIDPoint 500e license on the Siemens UNIPOC middleware.
Siemens must have a Certificate of Noteworthiness/Authority to Operate at the current hospital on 18511 Highlander Medics St., Ft. Bliss, TX 79906.
• Facilitate the operation and expansion of the Nova StatStrip system, the Abbott i-STAT system, the Abbott POC DE Module, and the RAPIDPoint 500e system on the UNIPOC middleware.
• These systems licenses must support, at least, 55 NOVA StatStrip glucometers, 20 Abbott i-STAT analyzers, Abbott POC DE Module, 4 Siemens RAPIDPoint blood gas analyzers and all WBAMC operating personnel to include interfacing with MHS Genesis.
• Ensure that technical projects are executed on schedule and in accordance with technical requirements.
• ESTABLISHING INTERFACE:
(a) The POCT systems shall bi-directionally interface with the Military Healthcare
