PERFORMANCE WORK STATEMENT
1. PERFORMANCE OF WORK (PWS)
1.1 Introduction. The requiring activity is Norfolk Naval Shipyard (NNSY), Portsmouth, Virginia.
NNSY Lifting & Handling Department (L&HD) requires a firm fixed price contract for a reconditioning of 80-Ton General Electric (GE) Locomotive.
1.2 Scope. This Performance Work Statement (PWS) is for the complete overhaul of the NNSY 1944
80-Ton (GE) Locomotive USN 65-00341 (serial #27569). The contractor shall disassemble, transport, and perform a complete reconditioning of the entire locomotive and all components to include engine, generator, and truck assemblies using Original Equipment Manufacturer (OEM) parts or authorized part substitutions per 3.5.2.2. The locomotive shall be restored to “like new and upgraded” condition using current compatible electronic parts.
1.3 Description (Current).
Unit measurements (approximate): height 13’-6”, width 9’-11”, length 43’-11” Weight (approximate): 160,000 lbs.

3. TECHNICAL REQUIREMENTS
3.1 Experience. The company shall have at least 10 years’ experience in overhauling GE 45, 50, 65 or 80-Ton switcher locomotives and have performed complete overhauls at least 10 switching locomotives to include at least 2 GE 80-Ton switcher locomotives. Verification will be required.
3.2 Certifications. The contractor shall have, and upon request, provide the following:

3.3 Safety and Personnel Protective Equipment (PPE)
3.3.1 Personal Protective Equipment (PPE). The contractor is responsible for providing all their employees PPE and ensuring they utilize PPE while on NNSY property. All personnel will follow site requirements for wearing PPE at all times while in a posted area. Mandatory PPE includes a hard hat, safety glasses with side shields, steel-toed safety shoes, and hearing protection on their person in case it is needed. In addition, all personnel shall wear any additional PPE as appropriate to control hazards of the work being performed (examples: life vests, personal fall arrest systems).
3.3.2 Fall Protection. The Contractor shall provide and utilize proper guarding around every open-sided platform and work surface edge or shall use other means of fall protection to include a fall protection safety harness and lanyard, fall restraint system, safety nets, or other appropriate protection against fall hazards meeting the requirements of 29 CFR 1910, 29 CFR 1915, and 29 CFR 1926.
3.3.3 Spill Contingency and Control. The Contractor shall notify the shipyard Fire Division at
757-396-3333 immediately upon discovery of any spill discharge, regardless if Contractor generated or by another source. Notification shall identify when spills/discharges are Contractor caused. The Contractor shall cleanup all spills and discharges caused by any of its work operations. The Contractor shall maintain cleanup capability commensurate with the spill potential of its work operations.
3.3.4 Job Site Cleanliness. A “clean-as-you-go” work methodology for contractor work shall be used to maintain a level of cleanliness that will not cause a work environment to be unsafe. The level of cleanliness expected at NNSY is as follows: Surface shall be visually free of grease, oil, flux, scale, dirt, loose particles and any other contamination foreign to the base metal. Tap water residues on all metals and light superficial rust on carbon steel surfaces, caused by short-term exposure to the atmosphere, are permitted. Light dust on cleaned surfaces is not objectionable, if the quantity and size of the particle does not adversely affect system operations.
3.3.5 Restricted Items. Contractors are prohibited from bringing onto federal property the following items:
All forms of alcohol and illegal drugs.
Shotguns, handguns, machineguns, firearm silencers, ammunition of any type, blasting caps or similar items of explosive material (i.e. fireworks), starter or flare pistols, pellet or BB guns, dynamite, teargas and their dispensing devices, and other similar devices.
Construction tools that require use of explosive materials are authorized if they are required to perform approved duties. Contractors who require one of the prohibited items listed above may bring the item onto the installation in performance of the contract (i.e., bird control, wild life management, etc.), but only when specified in the contract.
Any blades in excess of four inches, switch blade knives, underwater spear guns, bows and arrows, crossbows, slingshots and blowguns, throw blade knives, blackjacks, nightsticks, clubs, brass knuckles, tomahawks, swords, bolas, fighting sticks, throwing discs, chains, and other similar items that can be used as a weapon.
Smoking is only permitted in designated areas.
3.4 Contractor Shipyard Entry. Commander, Navy Installations Command (CNIC), has established the Defense Biometric Identification System, (DBIDS), a standardized process for granting unescorted access privileges to vendors, contractors, suppliers and service providers not otherwise entitled to the issuance of a Common Access Card (CAC) who seek access to and can provide justification to enter Navy installations and facilities. The Contractor shall obtain and maintain DBIDS access for NNSY for all of its personnel for the duration of this Contract. For the requirements herein, participation in the DBIDS is mandatory. The Government will not be responsible for any cost or lost time associated with obtaining daily passes or added vehicle inspections incurred by non-participants in the DBIDS. The Contractor and sub-contractors shall obtain and maintain long-term credentials through enrollment, registration, background vetting, screening, issuance of credentials, and electronic validation of credentials. 3.4.1 Portable Electronic Device (PED). COMSUBLANT/COMSUBPACINST 2075.1C, the use of PEDs while in or on Department of Navy controlled industrial areas are prohibited. A PED is defined as any non-stationary electronic apparatus with singular or multiple capabilities of, but not limited to recording, storing, and/or transmitting data, voice, video, or photo images.
3.5 General Work Specifications
3.5.1 Contractor workmanship. Contractor shall provide a standard of quality consistent with that of OEM all OEM specifications and publications cited in 2.1. Contractor shall ensure that all personnel assigned to this contract possess suitable professional skills, qualifications, and certifications to accomplish the overhaul of the 65-000341.
3.5.2 The contractor shall utilize only OEM parts or authorized part substitutions per 3.5.2.2.
Where OEM parts are requalified, as specified in this Section 4.1 of this PWS, Government inspection and documentation for traction equipment that includes traction generators and traction motors is required that include the OEM and actual-measured dimensions used to qualify the part. For OEM components and parts not available, an equivalent or upgraded component or part shall be provided. Components or parts not sourced through the OEM (equivalent or upgraded) require submittal of documentation to the Government to include the following:
3.5.2.1 Manufacturer’s part name and full part number to be listed and identified.
3.5.2.2 Confirmation of compatibility to OEM component specifications and/or system design parameters. Location of the component or part on the locomotive, including reference in the OEM parts manual or contractor provided drawings for equivalent or upgraded parts. Below lists of items in the remainder of this PWS may not be inclusive of every locomotive component or part that the contractor by expertise of trade, and by request for government approval, will refurbish or upgrade. The government is not the technical expert thereby deferring to contractor knowledge with reconditioning or upgrading locomotive components or parts. The below lists identify major components or parts is the minimal government expectation.
3.5.3 Disassembly. The locomotive is to be 100% disassembled to allow for complete inspection, replacement or to requalify each OEM component and/or substituted part that must be reused.
Disassembly will include the removal:
From the prime mover, removal of the two truck assemblies, main generators and air compressors.
From the cab, removal of the interior walls, windows, seats, wood floor, air brake equipment, windshield wiper motors, control stand and air system piping.
Removal of all high voltage wiring and low voltage wiring from entire chassis.
Removal of all electrical items: contactors, relays, resistors, reverser, light fixtures and hot water cab heater.
Removal of oil pressure, water temperature and electrical gauges and electrical switches at control panel.
Removal of the throttle assembly from inside the cab, throttle linkage and mechanical levers from under engine compartment; shut down levers and linkage, radiator levers and linkage from chassis.
Removal of the power plant assemblies with skid: radiators, main generators and air compressors.
Removal of all air brake piping and air system piping from the chassis.
The two truck assemblies will be completely disassembled including the traction motors, brake equipment and suspension system.
3.5.4 Truck assemblies, Axles, Journal boxes, Traction motors
The two truck assemblies will be completely disassembled. The components will be cleaned, blasted, inspected for defects, and repaired per OEM or industry standards. The air brake cylinders, brake rigging, will also be reconditioned per AAR standards (Ref 2.1.4). Both truck assemblies will be reassembled with reconditioned and/or upgraded components and parts as listed.
Remove the four traction motors from the four drive axle sets.
Remove 8 roller bearing journal boxes with old thrust collars and spacers, two sets of roller bearings per each axle journal box from the 4 axle wheel sets.
Dismount 8 used wheels and re-qualify wheel bores, re-qualify and Magnaflux axle, if applicable on all drive axles with bull gear - polish bearing support seats.
Re-profile wheels to 1-3/4” tread thickness. Mount the 8 used re-profiled wheels to axles. If the wheels or axles are found to be defective per FRA /AAR standards they will be replaced (Ref 2.1.4).
Inspect and qualify the 4 used bull gears on the drive axles for defects, they will be 85% of new condition or replaced.
Main bolster frames, are checked to be in tram and not being bent, and repaired as necessary.
The springs and spring assemblies are checked for defects and replaced if necessary.
The 8 outer axle to equalizer beam roller bearing support boxes will be removed from the 4 axles. This will include removing the used bearing thrust collars, spacers, and both the inner/outer box end plates. There are two sets of roller bearings per box, and two journal boxes per each axle. These items and the roller bearing boxes will be: clean, blasted, and inspected, for component defects. These items will be qualified or replace as necessary, then re-assembled onto the 4 axle sets with new bearings installed.
Install new pedestal liners after the journal bearing boxes are disassembled and have been qualified. The tops of the axle bearing boxes, where the equalizer beams are supported, are to have the wear areas welded up and machined back to OEM specifications.
Recondition the four air brake cylinders on the truck assemblies and ensure in-date.
Recondition and repair the brake rigging as necessary and/or replace any worn out parts, the brake rigging must be in operating condition. The brake rigging is required to have new bushings installed, also new pins and new cotter pins installed.
The brake shoes are to be replaced with new composition-type brake shoes.
3.5.4.1 Recondition the two (2) GE traction motors after a complete disassembly as follows:
Removal of brush holders.
Removal of armature from stator housing.
Removal of bearings, at com. end and fan end, removal of sleeves and retainers.
Removal of fan at gear end of armature.
Clean stator housing with interpole windings and field windings.
Repair interpole and field windings as required.
Dimensionally check armature shaft and bearing caps and repair per OEM standard.
Clean and bake armature, electrically test and qualify for reconditioning.
Re-bake armature, varnish dip, turn and undercut the commutator, install fan and balance.
Stator housing to be disassembled to include interpoles and field windings.
Clean stator housing and dimensionally check stator and mechanical components.
Tap and/or chase threads for mounting components and parts.
Paint stator housing.
Qualify all interpoles and all field windings, electrically test, insulate.
Assembly of stator housing with reconditioned interpoles and field windings.
Install new cables on inner interpoles and field windings connections.
Install new external leads from internal connections to outside of stator housing.
Install reconditioned armature with new bearings, qualified sleeves and retainers.
Install all reconditioned brush holders.
Install new brushes and electrical test complete unit.
Install qualified pinion bearing and inner race of gear box bearing.
3.5.4.2 The traction motor to axle support journal brass will be in used qualified condition, if necessary they will be relined with new babbit and machined to O.D. of the reconditioned axle seat.
3.5.4.3 After assembly of the four (4) reconditioned traction motors, provide test run prior to installation.
3.5.4.4 Install the four (4) reconditioned traction motors onto the 4 drive axle assemblies.
3.5.5 Cab, Deck and Accessories
The outside and inside of the cab to have all existing paint removed.
The cab steel exterior walls and interior steel structural supports will be inspected for defect. Any defects are to be repaired per OEM and/or industry standards.
The steel supports for the wood floor, interior cab walls, doors, electrical cabinet and air brake stand to be inspected for defects. Any defects are to be repaired per OEM and/or industry standards.
Provide a complete 26C air brake equipment component rebuilt by AAR certified shop to be installed adjacent to the engineer’s seat. Provide all new air brake piping from the cab to air compressors and to the truck assemblies.
Provide two reconditioned windshield wiper motors for the engineer’s windows with new wiper blades.
The wiper control valves to be new with connecting new rubber air lines, and new air supply piping.
Replace all windows with new OSHA approved safety glass with new rubber seals for industrial plant rail (FRA exempt operation).
Ensure all sliding windows will be working properly.
The wood floor to be new marine grade ¾ plywood, double layered and painted red/brown to seal it.
The cab interior walls to be either new wood sheathing or steel sheathing and newly insulated per OEM and/or industry standards.
Supply and install three new push button emergency fuel cut-out buttons. One located in the operator’s cab, and one on each side of the locomotive to cut off fuel to the engines.
New hot water or electric heater to be installed in operator’s cab.
Replace all steel and rubber hose fuel lines from tank to engines or to other accessories. Ensure hoses are rated for 350 PSI.
Replace all steel and rubber hose air brake lines. Ensure hose rated for 350 PSI.
All rubber hoses from the radiator to the engine to be replaced with new hoses.
Both air compressors will to be new and test operated. They will be installed into the locomotive, with each unit having a minimum of 18” of high pressure / high heat flexible hose with pipe unions on each end.
There will also be a high pressure one-way check valve located within 3 feet of each air compressor in the air piping to the main reservoir.
The two air brake gauges inside the cab for train brake and independent brake to be replaced with AAR inspected in-date units.
The air brake equipment will be replaced with AAR inspected in-date units.
The fuel tank will be drained and cleaned and repaired if required per OEM specifications.
All steel and rubber hose fuel lines from the tank to engines to be replaced with new.
The air tanks will be cleaned and U.T. tested, then reinstalled back onto the locomotive.
Operator’s seat to be located at control area, an additional seat will be mounted in cab for a second person, new cushions supplied.
Replace all bearings in throttle linkages with new and replace rod ends as necessary.
Replace or add two (2) pop-off safety valves into main reservoir air system, one at 130 lbs. and the other
140 lbs.
Warning devices, air horn and bell to be rebuilt.
Replace bell and horn on-off valves with new and also install new shut off valves.
The steps and handrails that were originally supplied by OEM are to be inspected and repaired to OSHA and industry standard.
The inside of the cab and inside of the engine hoods will be painted manufacturer’s gray.
The outside of the locomotive will be painted yellow (see 3.5.10).
3.5.6 Control Panel, Wiring, Battery
Replace all low 32 voltage wiring with upgraded thermoplastic high heat resistant nylon (THHN) wire and replace all high 250 voltage cable with 3/0 cable. All electrical connections to be new, and high voltage connectors to be new manufactured by Thomas & Betts (T&B).
The excitation of the main generator will be provided by the 32 volt battery voltage.
All low voltage and high voltage wiring will be labeled per electrical print. The wire labels to be covered with clear heat shrink tube.
Supply new and rebuilt electrical equipment that operates at 32 volts. The old GE reversing drum system to be replaced with new EMD style power contactor’s and EMD style reversing contactor’s with new 32 volt interlock operating coils and new interlock switches.
The control panel will be refurbished with the following new gauges: 2 oil pressure – mechanical, 2 water temperature – mechanical, 1 main reservoir & brake pipe – mechanical, 1 equal reservoir & brake cylinder
– mechanical, 2 battery charging – electrical and 2 load AMP – electrical. Note: The original GE type control stand was previously upgraded and refitted with EMD control AAR type control stand. All of which is to be reconditioned.
Provide an onboard 32-volt battery charger installed with a receptacle that accepts a regular extension cord connection.
New 32 volt battery bank supplied with four (4) 8-volt batteries.
The battery box is to be reconditioned, repaired as necessary so panels are fully functional. Inside box to be coated with Class F insulated epoxy paint.
Rebuild or replace control switches on the operator’s control panel.
Install new wiring to both headlights at front and back of locomotive.
Provide one new seal beam headlight mounted at each end of the top of engine hoods.
Reconditioned resistors and supply replacements if necessary for main generators.
There will be one running (step) light installed at each mounting point of the locomotive.
Fabricate new steel structure for mounting of modernized contactors (power and reversing).
Installation of new GPS speedometer with in-cab display.
New battery amp shunts and two new paired gauges.
New battery voltage gauge.
New load amp gauges paired with reconditioned load shunts.
New fuse holders and fuses to accommodate new electrical system.
New terminal boards under hoods and in electrical cabinet.
Install one new inside cab light and new wiring.
Install new gauge lights.
Installation of one new power converter to add 12v power for radio. Provide one new power converter for
GPS speedometer, lighting and heater.
An onboard battery charger to be installed with a receptacle that accepts a regular extension cord.
The locomotive electrical system to be set-up without transition for a maximum speed of 20 mph.
3.5.7 Recondition the GE Traction Generators (2) after a complete disassembly as follows:
Provide a complete disassembly of traction motor to include removal of brush holders, removal of armature from stator housing, removal of bearings at commutator end, removal of sleeves and retainers and removal of fan at engine drive end of armature.
Dimensionally check armature shaft and bearing caps and repair per OEM standard.
Clean and bake armature, electrically test and qualify for reconditioning.
Re-bake armature, varnish dip, turn and undercut the commutator, install fan and balance.
Clean stator housing and dimensionally check stator and mechanical components.
Tap and/or chase threads for mounting components and parts.
Paint stator housing.
Qualify all interpoles and all field windings, electrically test, insulate.
Assembly of stator housing with reconditioned interpoles and field windings.
Install new cables on inner interpoles and field windings connections.
Install new external leads from internal connections to outside of stator housing.
Install reconditioned armature with new bearings, qualified sleeves and retainers.
Install all reconditioned brush holders.
Install new brushes and electrical test complete unit.
3.5.8 Diesel Engines (2)
The two (2) existing diesel engines to be replaced with two (2) 855 Cummins Diesel engines rebuilt to OEM specifications.
32 volt battery charging alternator mounted to them.
Provide block heater on each, two (2) engine with receptacle to accept a standard extension cord connection.
All fuel and oil filters on the diesel engines to be replaced with new spin on type.
Both two (2) engine radiators will be replaced with new to OEM specification.
Replace all fan and accessory “V” belts with new belts.
All engine hood doors and cab access doors will be refurbished such that they operate and fully function.
The radiator shutter assemblies will be disassembled and reconditioned to function properly.
Dyno and load bank tested per Cummins OEM standards. Provide read-out test results.
Provide engine warranty with documentation from Cummins authorized dealer for a complete OEM rebuild.
3.5.9 Sliding Couplers (2)
Reconditioning the two (2) hydraulic couplers with pneumatic coupler.
New air and hydraulic hoses provided.
Recondition hydraulic pump.
Air tank to be U.T. tested and recondition air coupling system.
All new contactors, wiring, connectors and switches.
Recondition or new hydraulic coupler drive unit. Provide new chain.
Ensure travel of sliding coupler tracks on slides and repair as necessary.
3.5.10 Paint
Contractor shall follow AAR Requirements for surfaces that are not to be painted.
Ferrous metal surfaces to be painted shall be cleaned by needle-scaling and/or sandblasting, commercial grade grit blasting, or mechanical or chemical means to remove all existing loose paint or other materials.
Ferrous surfaces requiring finish painting shall be primed with one coat of rust inhibiting high solids, low volatile organic compound (VOC) urethane compatible primer. Dry film thickness to be in accordance with the paint manufacturer's instructions. Finish paint shall be two coats dry film thickness of each coat to be
1.2 to 1.8 mils (0.03 to 0.46 mm). Paint thickness shall be 4-mil minimum dry thickness combined primer and topcoat or in accordance with the paint manufacturer's instructions. The paint system compliant status total volatile organic compounds (VOC) shall be less than 3.5-lbs/gal (0.419 kg/liter). Paint Specifications for Locomotive, shall conform to AAR Standard M-1001 Section C, Part II, Section 5.2 (Ref 2.1.4).
Paint classification: Polyurethane. Federal Color Standard as noted.
Locomotive body: Yellow # 33655 (or 13538) Underframe, handrails/steps, trucks: Black # 17038 Cab interior and engine compartment: Manufacturer’s gray Stenciling: Black locomotive prefix (USN) and the road numbers located below USN stencil on cab. Black
(USN – United States Navy) to be located on both sides of low hood configuration (no smaller than 9-inch tall lettering equally spaced). Black for all other stenciling required by AAR.
3.5.11 Camera - Total of four (4) cameras with split screen monitor. Two (2) cameras in the front and two (2) cameras in the rear to monitor coupling and track path. Cameras must be non-recording. Provide one separate new power converter (12V).
3.6 Options
New air conditioning system. Note: cab currently has no air conditioning.
4. QUALITY ASSURANCE
4.1 Quality Inspection.
4.1.1 The Government will inspect the overhaul work being performed, the work progress at the contractor and any subcontractor facility. The Government reserves the right to perform inspection at contractor’s facility to include any subcontractor facility for at least four (4) of the following milestones.
Contractor shall make available their work site for Government personnel to perform inspections of work at the following milestones:
Complete disassembly of all components from frame to include engine, trucks, generators, air compressors, all piping and all component disassembly as listed in 3.5.3 (photographic documentation will suffice).
Traction motors are completely disassembled to include brush holders, armature, bearings, all cables and field windings (photographic documentation will suffice).
Traction generators are completely disassembled to include brush holders, armature, bearings, sleeves, retainers, and fan (photographic documentation will suffice).
Traction motors are pending reassembly having been cleaned, re-baked armature, requalified and new cables, external leads, new bearings, and new brushes to include measuring of qualified parts (photographic documentation will suffice if Government is unable to inspect within one (1) week of notification).
Traction generators are pending reassembly having been cleaned, re-baked armature, requalified and new cables, external leads, new bearings, and new brushes to include measuring of qualified parts (photographic documentation will suffice if Government is agrees and causes no delay to contractor).
Gear boxes are pending reassembly ready to inspect the bearing seats, bores on the mounting journal brass to the axle, and gears to include examining 85% qualified gears, new babbit and axle brass (photographic documentation will suffice if Government is unable to inspect within one (1) week of notification).
Trucks are pending reassembly ready to inspect air brakes cylinders, brake rigging and pins, and suspension system.
Cab, battery box and control panel are pending reassembly ready to inspect integrity of decking, walls, sheathing, new steel and rubber hoses, switches, wiring, contactors, and air brake equipment.
4.1.2 A minimum of 30 days prior to shipment to NNSY, the contractor shall notify the Government representatives in section 7 of this PWS so travel arrangements can be made for Government personnel to arrive at the contractor site for proof operation of the locomotive. The contractor will demonstrate and assist the Government personnel with a full functional and operational use of locomotive to include a simulation of pull test as follows:
Load test of main generator output:
o Brakes must be applied in full force.
o Open throttle to position to where the traction motor load AMP gauge reads between 400 to 600 AMPs and hold at this amperage for 15 seconds.
o Reduce throttle position to where load AMP gauge reads 200 to 400 AMPs and hold at this amperage for 15 seconds.
o Reduce throttle position to where load AMP gauge reads 50 to 200 AMPs and hold at this amperage for 30 seconds.
o Note: This test can only be performed once within a 30-minute period of time.
o Note: Excessive damage can result in damage and/or failure of the traction equipment.
Load test of traction motors:
o Brakes to be applied to simulate the movement of a train.
o Open throttle to position to where the traction motor load AMP gauge reads between 400 to 600 AMPs and hold at this amperage for 15 seconds while traveling.
o Reduce throttle position to where load AMP gauge reads 200 to 400 AMPs and hold at this amperage for 15 seconds while traveling.
o Reduce throttle position to where load AMP gauge reads 50 to 200 AMPs and hold at this amperage for 30 seconds while traveling.
o Note: This test should only be performed once within a 30-minute period of time.
o Note: Excessive testing can result in damage and or failure of the traction equipment.
4.2 Contractor Evaluation. The Government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP) standards established in this PWS (4.2.1). Contractor performance issues that do not meet the QASP standards will be tracked in the Lifting & Handling Department surveillance program. Copies of submitted surveillances will be given to the Contracting Officer (KO) and the contractor.
4.2.1 QASP Standards. The QASP standards will include the following elements:
Timeliness (does the contractor meet schedule) Performance (is the service performed prove reliability) Cleanliness (does the contractor perform clean-as-you-go) Parts (are OEM parts available and used for repairs and maintenance) Warranty (are warranty requests honored and completed in a timely manner) Report (report complete and submitted on time)
5. SCHEDULE
5.1 PERIOD OF PERFORMANCE (POP) - The contract POP shall be from the date of award to a period of twelve (12) months.
5.2. PAYMENT- The contractor may invoice for partial payments upon acceptance of partial deliverables to be verified by the invoice certifier.
6. ADMINSTRATIVE REQUIREMENTS
6.1 Locomotive Transportation, Disassembly and Assembly. The contractor shall be responsible for all necessary disassembly and assembly of locomotive for transportation from and to NNSY to include truck assemblies, fuel tank, steps, and component parts. The contractor shall be responsible for transporting the NNSY locomotive from NNSY to their facility and transportation from their facility back to NNSY. The contractor shall provide the truck, trailer, driver, escorts, and permits for transportation of the locomotive. The contractor shall also provide any hardware to secure the locomotive to the trailers for transportation. Subsequent to award, the contractor shall contact the government personnel listed in section 7, within 14 days, to schedule loading of the locomotive. The designated loading area will be disseminated to the awarded contractor at the time of the loading schedule. The contractor is responsible for off-loading of the locomotive at their facility. The government assumes no responsibility for damage to the locomotive during transportation.
6.2 Government Provided. Government to provide a crane or cranes with all necessary rigging and labor to load the locomotive onto contractor trailers and unload upon completion of work and delivery back to NNSY to include necessary crane, rigging and labor for placing trucks and chassis onto tracks for assembly. The Government equipment and personnel will not be turned over, assigned, or become the temporary custody of the awarded contractor. Government owned equipment will not be operated by contractor personnel.
Government personnel will not instruct or supervise contractor personnel during the performance of this contract.
Provide a safe and secure area to disassembly the locomotive and assemble upon delivery to NNSY.
6.2.1 Locomotive Transportation Data – See section 1.3.
6.3 Warranty. Locomotive or any part thereof covered by this PWS which, under normal operating conditions, proves defective in material or workmanship or fails to perform in accordance with the Specifications within twelve (12) months from the date of acceptance, will be repaired or part provided without delay by contractor free of charge as follows: Major components such as generators, diesel engine, traction motors, wheel/axle assembly to be repaired or replaced by contractor. Other replacement parts that have been identified by Government as able to remove/replace and that are not major components can be shipped to NNSY along with instructions for Government installation. All Original Equipment Manufacturer warranties which are passed through Contractors are applicable.
6.4 Disputes. Any disputes between the L&HD COR or designated representative and the contractor technician regarding contractor performance will immediately referred to the KO.
6.5 Repair vs Replacement. The contractor shall notify the L&HD COR if it is determined that repair of a component or part exceeds the replacement cost of component or part. The contractor shall not be expected to perform the repair costs if the repair cost exceeds the replacement cost.
6.6 Deliverables
6.6.1 Contractor deliverables. The contractor shall submit the following documents to the government representatives listed in section 7:
6.6.2 Service completion report –
Include a list of all new and requalified parts that meet contractors build standards – 1 hard copy, 1 CD/DVD format.
Non-OEM replacement parts are to include location of the component or part on the locomotive to be included in parts catalog.
Requalified traction equipment and axle wheel sets are to include the OEM specification dimension or clearance with tolerances as well as the actual measured dimensions used to requalify the equipment (Requalifying axle wheel sets to cite AAR standards) – 1 hard copy/ 1 CD/DVD format.
6.6.3 Engine warranty with documentation of rebuild from a Cummins authorized dealer for complete OEM rebuild. Documentation to include dyno report, engine load bank test, operational settings and measurements of the camshaft, crankshaft, bearings, cylinders, parts repaired/replaced.
6.6.4 U.T. test of air tanks.
6.6.5 AAR certification for shop performing the 26C air brake equipment component rebuild.
6.6.6 Locomotive Drawings and Manuals
Supply one new electrical drawing of the new wiring system in electronic CD/DVD format.
Supply one each GE 80 Ton locomotive general service manual and parts catalog – 1 hard copy, 1
CD/DVD format.
Supply one each GE 80 Ton locomotive Operator’s manual – 1 hard copy, 1 CD/DVD format.
