About this file
This Statement of Work (SOW) and Special Notice detail requirements for a new pneumatic conveying system for Building 744's Ammonium Perchlorate Fine Grinding Facility at Naval Surface Warfare Center Indian Head Division. The system must include a drum dumper for 30/55-gallon drums, feed hopper, and rotary valve to move and condition AP before grinding. Key technical requirements include: handling AP with 60 lb/ft³ density at 125 lb/minute, drum dumping capacity of 750 lbs, 2-8 PSIG air conveying at 300 scfm, minimum 8 cubic feet feed hopper capacity, AISI 304 stainless steel construction, integrated dust filtration system, and control system integration with existing equipment.
The Navy intends to sole source this firm-fixed-price contract to The Young Industries, Inc. of Muncy, PA under NAICS 333922. Interested parties must demonstrate capability and submit responses by March 8, 2025 at 10:00 AM EST to Shannon Wooten via email. The government will only consider alternative sources if clear evidence shows competition would be advantageous. Vendors must be registered in SAM.gov to be considered.

STATEMENT OF WORK
For Pneumatic Conveying System Building 744
1.0 GENERAL
The current pneumatic conveying system in Building 744, the Ammonium Perchlorate (AP) Fine Grinding Facility, is at the end of its lifetime. A new system is to be purchased to fill the same role and meet all process requirements. The system consists of a drum dumper, capable of unloading AP from both 30- and 55-gallon drums, a feed hopper, and a rotary valv.
2.0 SCOPE
The role of the system in the workflow of Building 744 is the movement and conditioning of AP prior to introduction to the grinding mills. AP is unloaded via drum dumper into the feed hopper in Bay 3. Then, it is conditioned through the lump breaker to break down clumps and agglomerated material. Finally, the AP is blown to the top floor of the building into batch hoppers, where it awaits further processing.
3.0 REQUIREMENT
The performance requirements of the system are as follows:
· The system needs to be composed of standard commercial products and fit into our existing space (Bay 3) at Building 744.
· Feed hopper airlock will transfer AP with a bulk density of 60 lb/ft and a mean particle diameter ranging from 90 to 600 microns at a nominal rate of 125 lb/minute (One 250 lb drum every two minutes) 50 feet high.
· Drum dumper must allow drums to be loaded without lifting of the drums. It must be capable of dumping drums up to 750 lbs.
· Air for conveying is to be as 2-8 PSIG and 300 scfm.
· Feed hopper capacity prior to lump breaker of at least 8 cubic feet.
· At minimum AISI 304 stainless steel and explosion proof components to be used in construction.
· Lump breaker is to reduce all lumps to sub 10 mesh.
· Dust filter will be integrated into the system exhaust hood. Filter system to use replaceable filter bags and a blower to pull air through them. Collection basin with a minimum 0.1 cubic feet capacity to catch dust falling from the filter.
· A secondary filter, 30-35% medium efficiency, is to be installed at the fan inlet.
· A high-pressure reverse pulse air system to make the filter bags self-cleaning.
· Blower to have the capacity to maintain a 150 foot per minute face velocity across all openings of the feed hopper when there is a 2 inches of water pressure drop across the secondary filter.
· A control system that integrates into our existing grinding system.
· Rotary airlock feeder to be used to feed material prior to conveying. An integral 10 mesh screen is required to prevent clumps of material from entering the airlock.
4.0 WIDE AREA WORKFLOW (Payment of Invoices)
Invoices shall be submitted in WAWF and no invoices will be accepted in WAWF until all five (5) portable restrooms have delivered and returned and services complete. The government does not accept partial lot of material. All items must be received, complete, and usable for each invoiced line before payment can be released.
5.0 DELIVERY LOCATION
Naval Surface Warfare Center Indian Head Division (NSWC IHD)/Stump Neck Location
3767 Strauss Avenue Indian Head, MD 20640
