About this file
This is a Public Notice of Advertisement (PNA) issued by the Georgia Department of Transportation (GDOT) for an upcoming Request for Qualifications (RFQ) solicitation for Independent Cost Estimating (ICE) services. GDOT's Public-Private Partnership (P3) Division seeks qualified consultants to provide independent cost estimating support for the Department's Alternative Delivery programs and projects, including major P3, Design-Build (DB), and Construction Manager/General Contractor (CM/GC) initiatives. The selected consultant will function as an independent advisor, developing contractor-style, production-based, bottom-up cost estimates and construction schedules for major transportation improvements. Services will encompass independent quantity take-offs, evaluation of construction means and methods, production rates, labor and equipment costs, schedule development and review, project risk assessment and pricing, constructability and value engineering support, estimate reconciliation with developers and contractors, and commercial negotiation support. The RFQ is anticipated for issuance on October 16, 2026, with Statements of Qualifications due on November 16, 2026.
The solicitation does not specify GDOT prequalification Area Classes, as the required specialized independent cost estimating expertise may extend beyond established classification parameters. This approach broadens competition and allows consideration of qualified firms not currently prequalified under GDOT Area Classes. Anticipated key team positions include an ICE Principal, ICE Project Manager, ICE Lead Estimator, ICE Discipline-Specific Estimators, and ICE Scheduler. Notably, a restriction of communication is not in effect for the PNA phase, permitting interested firms to discuss the anticipated scope of services and GDOT's expectations directly with the Department. Inquiries should be directed to Curtis Scott, Office of Procurement Engineering and Design Services, at 404-631-1427 or cuscott@dot.ga.gov.
