About this file
PNA 484-100126 General Engineering Consulting Services
This is a Request for Proposal (RFP) document for General Engineering Consulting (GEC) Services issued by the State of Georgia for Regions 1 and 2, consisting of two separate contracts. The solicitation seeks qualified engineering consulting firms to provide comprehensive general engineering services including design, project management, environmental assessment, construction administration, and related technical support across two designated geographic regions. The RFP outlines specific technical requirements, qualifications, and experience criteria for consultant selection. Firms are required to submit detailed proposals addressing their technical approach, organizational capacity, staffing qualifications, relevant project experience, and proposed methodologies. The contract term extends for an initial period with provisions for renewal options to be exercised at the state's discretion, allowing for continuity of services and cost efficiency through established consultant relationships.
Pricing shall be submitted on a time-and-materials basis with labor rate schedules broken down by discipline and experience level, with all costs subject to the state's prevailing wage requirements where applicable. The solicitation may include set-asides for small businesses, minority-owned businesses, or other designated business classifications as required by Georgia procurement regulations. Evaluation criteria prioritize technical qualifications, relevant experience on similar projects, team composition, financial stability, and proposed value. Funding for these contracts derives from the State of Georgia's capital projects and transportation budgets, with specific project allocations determined as work is assigned throughout the contract period. This procurement represents the state's strategy to maintain on-call engineering consulting capacity to support ongoing infrastructure, transportation, and capital improvement initiatives across the specified regions.
