About this file
This is a Public Notice of Advertisement (PNA) issued by the Georgia Department of Transportation (GDOT) to announce an upcoming Request for Qualifications (RFQ) for Government Estimator Contract Services. GDOT will award two statewide contracts for this engagement. The scope of work encompasses programmatic and project management support services, specifically assisting the Department in transitioning projects from Preliminary Engineering funding authorization through the beginning of preliminary design activities by developing project scope, schedule, and budget. The RFQ is scheduled to be issued on August 7, 2026, with Statements of Qualifications due by September 8, 2026. The contract will require qualified team leaders in three anticipated key areas: Roadway Lead, Bridge Lead, and Environmental Lead. The Prime Consultant and all sub-consultants must meet extensive Area Class requirements spanning documentation, environmental studies, traffic and roadway design, bridge design, surveying, aerial photography, and utility engineering capabilities.
Prime Consultants awarded the contract will be exclusive to GDOT and prohibited from competing on any future GDOT Design-Bid-Build contracts during the contract's life. Sub-consultants face similar exclusivity restrictions unless released by the Department at its discretion, with limited exceptions allowing participation on Design-Bid-Build bridge contracts on a case-by-case basis if no conflict of interest exists. All engaged consultants must maintain GDOT's interests as paramount and disclose any real or perceived conflicts with other Department work. The projects are state-funded, and GDOT has imposed a strict communication restriction from the advertisement date through award announcement, prohibiting all contact with GDOT staff regarding this solicitation except for formal question submissions as outlined in the RFQ. Violation of this communication restriction may result in rejection of the offending respondent's submittal. Inquiries should be directed to Michael Woolfolk at the GDOT Office of Procurement Engineering and Design.

GDOT reserves the right to modify all information provided in this PNA in the forth-coming RFQ at its sole discretion:
Project Description:
Government Estimator Contract Services – (State funded)
The following information applies to the 2 statewide contracts that will be awarded.
Conflict of Interest:
Any engaged member of the Prime Consultant ultimately awarded each project/contract would be exclusive to owner and be excluded from competing on any team for any future GDOT Design-Bid-Build contracts during the life of the contracts. A sub-consultant of a Government Estimator contract will be exclusive to the owner and be excluded from future GDOT Design-Bid-Build contracts during the life of the contract, unless released by the Department at its own discretion. If a sub-consultant is not otherwise conflicted and is not being engaged for existing or future work on a specific project on the contract, the Department intends, upon request, to allow participation on Design-Bid-Build bridge contracts on a case by case basis, providing that the Department's interests and procurement integrity are maintained. With respect to this project/contract, the
Consultant will perform an Owner Representative function; therefore, the Department expects consultant compliance and internal management with protection of GDOT's interest’s paramount. Additionally, the Prime
Consultant and its sub-consultants awarded the contract are required to inform the Department of real or perceived conflicts of interest with regards to other work awarded by the Department.
Summary of Scope of Work:
The Consultant shall provide Programmatic and project management support services for the Department. The scope of work involves all efforts necessary to take projects from Preliminary Engineering (PE) funding authorization to beginning preliminary design activities by developing the scope, schedule and budget of the projects.
