About this file
This document is a Solicitation Questions and Responses file for the SFVAHCS Project No. 438-22-600-SFVAHCS, which appears to be a roofing renovation project at a VA hospital facility. The project involves roof work on multiple roof areas including 5A, 5C, 5E, 5F, 5G, 5H, 5J, 5K, 5L, 5M, 5N, 50 South, 5P Upper, 5P Lower, 5R, 5S, 5T, 7, 9, and 52, with specific requirements around roofing materials, insulation, fall protection, and lightning protection system reinstallation.
Key details include working hours from 8am-4:30pm with potential COR-approved extensions, requirement for PIV badges for all workers, and specific technical specifications such as using glass mat faced gypsum cover board for Building 52's roof, maintaining existing fall protection system brackets, and providing 4" piping connections for gutter elevations. The facility will remain occupied during construction, and work may require shut downs based on noise levels and duration. Contractors are advised that interior access will be limited, with material transportation restricted, and a potential Phase II of the project may be bid later.

Roof type L6 is installed over an existing insulated wood truss cavity. Vapor bariers should NOT be installed on the exterior side of insulated assemblies.
Sheet 05.AE129 Roof 5R: Please confirm if the fall protection cable system on roof 5R will need to be raised due to the increased elevation from the nailbase insulation?
The existing fall protection system brackets are high enough to accommodate the new nailbase insulation. New pipe boot flashing will requried at the +/- 7 bracket locations

General
We are requesting to be able to schedule a time where we can perform core samples on the roof areas. Core samples are required so that we can provide an accurate estimate. We need to know what we are tearing off, verify existing insulation depths, confirm deck types, etc. The items that we need to verify can impact the roof assemblies, amount of elevation changes required for HVAC curbs, and overall costs for the project. This would be at no cost to the VA.
No, roof cores cannot be taken prior to award. Contractors should bid as shown and after award core samples can be taken to address any discrepancies.
Existing Conditions Please confirm that we are to use the insulation depths indicated on the roof drawings and roof types page.
The question regarding insulation depths references "existing conditions" but also referes to "roof types page" which is new conditons. New roof insulation thicknesses and slopes shall comply with Roof Types on Sheet G-001 as well as individual Roof Plan drawings.

As there are no lightning protection drawings available and the scope and amounts of items related to the system are not quantifiable from the drawings themselves we would likely need to self-perform the re-installation scope of work for bid pricing purposes as there is limited info for our certified vendors to price out.
At completion of project a UL master labeled lightning protection system is required.
General In regard to the lightning protection system, please confirm if the VA will require re-certification of the existing system once re-installed.
Certification that lightning protection has been inspected by a UL representative and has been approved by UL required.
