About this file

This is a Questions and Answers document from an Industry Day held on May 16th, 2024 by NAVSEA PMS390 regarding two major programs: Dry Deck Shelter (DDS) Maintenance and Submarine Rescue Operations and Maintenance.

For the DDS Maintenance program, the RFP release date has been updated to Q2 2025 with contract start planned for Q3 2026. The contractor will be responsible for manufacturing and installing field changes, with the rotatable pool included in the maintenance contract. For the Submarine Rescue program, key details include: 24/7 operations requirement with two watch teams, contractor responsibility for Submarine Rescue System Transfer Under Pressure (SRS-TUP), and ROV operations requiring a fully qualified team. COTS certification will be contractor responsibility, verified during NAVSEA audits. Components are certified to P9290 standard, with new/modified components requiring current P9290 certification. A site visit to Undersea Rescue Command in San Diego is planned for Q3 2025, and a bidders library will be provided with requirements and known issues. The Atmospheric Dive Suit (ADS) and Flyaway Deep Ocean are not part of these contracts.
