About this file

This document is a Synopsis of Proposed Contract Action for the Project Management Resource Tools (PMRT) program. The Air Force Materiel Command, Air Force Life Cycle Management Center, plans to solicit a sole source contract from Integrated Data Services (IDS) for the PMRT system. PMRT is a suite of Air Force enterprise applications that support program and financial management, acquisition reporting, and leadership oversight, primarily for acquisition and sustainment organizations.

The Government has determined this is a sole source requirement under FAR 6.302-1, as the PMRT system utilizes the proprietary CCaR software owned by IDS, which provides essential functionality and interfaces for the PMRT applications. Interested parties may submit capability statements, proposals, or quotations within 3 days, but the Government retains sole discretion on whether to compete this action. The proposed contract has a 1-year base period, four 12-month option years, and a 6-month extension of services, with performance at Wright-Patterson AFB, OH. There is no set-aside status indicated. The Government lacks data rights to the CCaR software, which is a barrier to full and open competition.

Intended Source: IDS

This requirement for the PMRT program is for a follow-on contract for services that requires unique qualifications. After thorough market research analysis, the Government has determined the IDS is the only responsible source capable of performing the work required for this acquisition. The PMRT system utilizes the CCaR software, which is proprietary to IDS, and uses specialized configuration based on the interaction between

PMRT and CCaR to achieve all necessary functions within the suite of PMRT applications.

Use of CCaR is required by AFI 63-101/20-101, paragraph 11.2. As such, CCaR is utilized across 20 COCOMs, MAJCOMs, and other PMOs throughout the DoD and manages 99% of the Systems Acquisition Investment Budget. CCaR supports an extensive number of interfaces which transfer program and financial data to the other

PMRT tools. While CCaR is not required as part of PMRT, its inclusion is necessary to import and export data to and from the other 14 native applications that are within PMRT and are reliant upon the other applications and data sources for full functioning capabilities.

At this time, there are no authorized resellers able to provide the CCaR enterprise software license and associated support to the AF Acquisition Domain. Additionally, the government's lack of data rights to the CCaR software, which is integral for the development and sustainment of PMRT, creates a barrier for providing full and open competition.
