Below are Questions/Answers received from anonymous vendors in response to the PM IS&A Intel Apps
RFI:
1. Question: There are two requirements we see out there, 1 for Intel Apps All Source (SAM ID
#3060731) and 1 for Intel Apps Collection Management (SAM ID #3060732). Are both of these delayed?
Answer: The requirements checklist for both Intel Apps All Source (SAM ID #3060731) and for
Intel Apps Collection Management (SAM ID #3060732) are anticipated for release on or about
December 4, 2020.
2. Question: Is there an Incumbent?
Answer: There is no incumbent for this effort. The PM IS&A Intel Apps program is officially an
FY22 start. The purpose of this RFI is to gauge industry interest prior to the start of this program.
3. Question: We have a GOTS solution that is already in use at NGA and Department of State.
Would you consider a GOTS solution for this program?
Answer: PM IS&A will consider a GOTS solution; they are welcomed and encouraged. Each of the four (4) Intel Apps are unique, and each could be a COTS or GOTS solutions. The government will take into account cost, software license agreements, technical maturity, and schedule when deciding on the best option for each particular Intel App.
4. Question: Since we are a small business, would you consider making this a small business set aside?
Answer: The Government has only released RFIs and is not at the point for considering contracting strategy. PM IS&A plans future RFIs, with a planned product start of FY-22. More information about potential contracting activities will be provided in the future.
5. Question: Can you please clarify the differences between the “Intel Apps RFI – All Source Application” opportunity and the “Intel Apps RFI – Collection Management” opportunity?
Answer: The government is currently focusing on the development and integration of four (4) Intel Apps (starting in FY22). Each of these Apps will be integrated into the Command Post Computing Environment (CPCE). These 4 Apps include (1) All Source, (2) Collection Management, (3) Intel Support to Targeting, and (4) Weather Effects. The All Source Application is representative of the mutually supporting connective tissue of one intelligence function or process to another. The Collection Management is a functional capability that supports the management and collection of intelligence from various sources. The collection management application will enable the user to plan requirements and assess collection in an automated fashion. More details and information on each of the 4 Intel Apps will be provided in the technical requirement checklist document that will be emailed directly to those vendors who requested a copy.
