Question # Question beta.SAM Answer
1 When do you anticipate the RFP will come out?
The agency is still conducting acquisition planning. For industry's planning purposes only, the latest estimate for a related solicitation release is December 2020 - January 2021.
2 Will there be an Industry Day in the future?
The agency is still conducting acquisition planning related to this requirement. It is likely we will conduct a pre-solicitation industry day event. Updates will be posted to beta.SAM.
3 When do you anticipate a Fly-Off will be? The agency has not identified a fly-off requirement at this time.
4 At the 200 nm range, is there a desire to pass data to the ground in the local area under the aircraft, and if so, does this data need to be Type 1 encrypted? All data will have to be Type 1 encrypted.
4A For example, will you send ISR data to a GDT located below the aircraft at 200 nm? At this time there is no requirement to stream video to remote video terminals.
4B If you are going to provide ISR data to users below the aircraft, how many users (i.e., 25, 100, 200) would you like to provide data to (Video, ATAK, etc) See the answer at 4A.
5 Do you anticipate a requirement for field-swappable RF frequency bands? At this time, a field swappable communications system is not anticipated.
6 Are the requirements stacked?
There is insufficient information in the question for the agency to provide an answer.
6A For the on-station time of 10 hours, is that 10 hours at 200 nm plus transit time back-and-forth?
The 10 hours of on-station time at 200 nm is at-range; the transit time requirement is distinct from the on-station requirement.
7 What is your definition of Beyond Line of Site (BLOS)? It is envisioned that satellite communications would be used.
8 For the question of “Is the UAS capable of simultaneous air vehicle operations,” 8A Is this meant for relief-on station or are you interested in aircraft teaming abilities where multiple aircraft are flown with different sensors and sharing different data?
8B Is this multiple air vehicles of the same make and model or is this disparate UAVs and/or manned aircraft communicating with each other?
9 How will you measure anti-jam capabilities of operating in contested/degraded situations? One method is a measured dB level from a laboratory, or other evaluations.
9A Will there be a requirement for more advanced/stringent EW capabilities such as “Replay Protection” and “Protocol-type attacks?” The agency currently only has full motion video as a requirement.
3.0 states requirements for 200nm of range, and references BLOS. Does the government require satellite based capability or envision hub and spoke configurations to meet the range requirements? See 2.0: Operational range: 200 nm, with one air vehicle
11 Can a two-week extension be granted for submittals? The submittal date has been updated in this posting.

The ability for relief on station is highly desired, but not required.
