Limited-Sources Justification

GS-33F-0003P/HSCG23-16-F-PMA155

Pursuant to the authority of Section 201 of the Federal Property and Administrative Services 40 U.S.C. 501, this justification is prepared in accordance with the requirements of Federal Acquisition Regulation (FAR) 8.405-6(c) for the use of sources limited to fewer than those required in FAR 8.405-1, FAR 8.405-2, and FAR 8.405-3. The circumstance justifying restriction is FAR 8.405-6(a)(1)(i)(C) through the following facts and rationale, ”In the interest of economy and efficiency, continuance of the existing support services is a logical follow-on to an original Federal Supply Schedule Order”. The original order was placed in accordance with the applicable Federal Supply Schedule (FSS) ordering procedures. Further, the order was not previously issued under sole-source or limited-sources procedures.

(1) Agency and Contracting Activity.

The Department of Homeland Security, United States Coast Guard (USCG), Office of Contract Operations Formal Contracts Division I (CG-9121), proposes to issue a modification to extend the period of performance on an existing task order that was awarded under the General Services Administration (GSA) FSS program on a limited sources basis.

(2) Nature and/or description of the action being approved.

(a) Nature of action: USCG intends to limit competition to one source to modify Task Order No. HSCG23-16-F-PMA155 to extend the period of performance. The period of performance for HSCG23-16-F-PMA155 before modification is February 1, 2016 to January 31, 2021. This extension is necessary to avoid disruption to critical travel management services that are needed until USCG migrates to and goes live with the congressionally mandated Financial Management Information System (FSMS) that will occur in October 2021.

(b) Period of Performance: As a result of a modification, the period of performance will be increased by an eight (8) month period with a one (1) four-month option period.

Extension: February 1, 2021 –September 30, 2021 Option Period: October 1, 2021 – January 31, 2022

(c) Name and address of the contractor:

(i) Background Information:

Task Order No. HSCG23-16-F-PMA155 was awarded to Adtrav Travel Management for travel management services through General Services Administration (GSA) Contract 33F-0003P under Multiple Award Schedule (MAS) 599 2 for Travel Agent Services in a competitively awarded small business set-aside. Adtrav currently provides travel management services for the entire USCG. Adtrav processes travel requests and sends the travel costs and the travel transaction fees to the Travel Centrally Billed Account (CBA) for payment under the authorization of an approved travel order. The Statement of Work (SOW) details the required travel services and reports, and the Estimated TDY and PCS Transaction Fee attachment to the task order sets the fee structure for travel transaction processing.

Knowing that the Adtrav task order for travel management services would expire, January 2021, the Coast Guard competed and awarded a new task order under the GSA E-Gov Travel Service 2 (ETS2) Master Contract GS-33F-AA009 under task order 70Z02319FPFF02700 to CWT Sato Travel with a performance period of performance of September 30, 2019 to June 03, 2023, including all options. Performance of services under this task order has been contingent on the contractor transitioning data as well as the Coast Guard transition to FSMS. As the transition from the current financial system to FSMS has been delayed, CWT Sato Travel cannot perform contracted services until this transition takes place.

Extending the period of performance

Page 3 of 6 Limited Sources Justification Adtrav - HSCG23-16-F-PMA155 of the task order with Adtrav will allow the USCG to provide critical travel management services until the transition to FSMS on October 1, 2021 when SATO is able to fully perform against their competitively awarded task order.

(3) Description of Supplies/Services.

Task Order No. HSCG23-16-F-PMA155 provides comprehensive travel management center (TMC) services for Permanent Change of Station (PCS) and Temporary Duty Station (TDY) travel for the USCG. TDY travel is from the traveler’s PCS to location(s) more than 50 miles away and back to the Permanent Duty Station (PDS). They are usually of relatively short duration, typically from two days to two months in length, but may be for up to a year in duration. TDY service provided by a travel management center (TMC) is required for USCG members to make lodging, rental vehicle and commercial transportation arrangements associated with USCG official temporary duty travel. Additionally, a TMC is the only means for the procurement of General Services Administration (GSA) negotiated commercial airfares. All military, civilian, auxiliary personnel and invitational travelers performing temporary duty travel for the USCG use the TMC for official travel. PCS travel includes one way travel between PDS locations, and consecutive overseas tour (COT) leave travel which is normally round trip travel.

Adtrav completes travel requests and sends the travel costs and the travel transaction fees to the Travel Centrally Billed Account (CBA) for payment under the authorization of an approved travel order and the two Contract Line Item Numbers (CLINs) on PMA155. The Statement of Work (SOW) details the required travel services and reports, and the “Estimated TDY and PCS_Transaction_Fee attachment sets the fee structure for Adtrav’s travel transaction processing.

Task Order No. HSCG23-16-F-PMA155 provides travel agent services at the USCG Training Center (TRACEN) located in Cape May, NJ. The on-site travel agents maintain the one central telephone number for all USCG travel needs; provide direct travel support to Cape May recruits; and directly support travel requiring the Alaska Marine Highway System ferry reservation service. These services are paid monthly using appropriated funds.

Furthermore, this task order establishes TDY/ PCS Transaction/Reservation/Ticket Delivery Fees for travel management services. Adtrav completes travel requests and sends the travel costs and the travel transaction fees to the Travel Centrally Billed Account (CBA) for payment under the authorization of an approved travel order. Payment to Adtrav from the transaction fees are also paid from the Travel CBA.

(4) Identification of the justification and the rationale.

The justification for this action is FAR 8.405-6(a)(1)(i)(C) – In the interest of economy and efficiency, the new work is a logical follow-on to the original Federal Supply order. Task Order No. HSCG23-16-F-PMA155 was placed in accordance with the applicable Federal Supply Schedule ordering procedures and was not issued under sole-source or limited-sources procedures.

A modification to extend the period of performance of Task Order HSCG23-16-F-PMA155 which is managed by COCO CG-912 is required to continue USCG travel management services. The USCG was expected to transition to a new financial management system, Financial Management Information System (FSMS) on October 1, 2020, but the transition to

Page 4 of 6 Limited Sources Justification Adtrav - HSCG23-16-F-PMA155

FSMS is delayed until October 1, 2021. As a result of the delay, a modification extending the period of performance to September 30, 2021 is necessary for USCG travel management services.

Upon transition to FSMS, the travel management services will be provided under Task Order 70Z02319FPFF02700 with CWT Sato Travel. This Task Order was placed under the GSA E- Gov Travel Service 2 (ETS2) Master Contract GS-33F-AA009 under Task order 70Z02319FPFF02700 was awarded to provide travel management services within the FSMS with a period of performance of September 30, 2019 to June 03, 2023, including all options but has been delayed in implementation primarily due to FSMS delays.

The four-month option to this extension is to provide the USCG additional time to transition travel services in the event of a further delay in the FSMS implementation date.

Adtrav has the unique knowledge and background in providing on-site travel management services to the USCG under the current financial system and is the only GSA travel service provider to fully support the USCG travel services requirements during this transition period.

(5) Determination by the ordering activity Contracting Officer that the anticipated order represents the best value consistent with 8.404(d).

The Contracting Officer has considered the level of effort and the mix of skills available for the tasks needed and has determined issuing the proposed modification to HSCG23-16-F- PMA155 represents the best value to the Government. This modification action will result in the lowest overall cost alternative, considering price and administrative costs, to meet the Government’s needs. The Contract Specialist will request a quote from Adtrav for the period of performance extension and will request additional discounts off of their GSA price list. A fair and reasonable determination will be made prior to award of the modification.

(6) A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

Market research reveals that there are other vendor(s) under the GSA ETS2 MAS. A renewal contract has already been competed for services and awarded under 70Z02319FPFF02700 to CWT Sato Travel with a performance period of performance of September 30, 2019 to June 03, 2023, including all options. Performance of services under this task order has been contingent on the contractor transitioning data as well as the Coast Guard transition to FSMS.

As the transition from the current financial system to FSMS has been delayed, CWT Sato Travel cannot perform contracted services until this transition takes place.

(7) Any other facts supporting the justification.

None.

(8) A statement of actions, if any, the agency may take to remove or overcome any barriers that preclude the agency from meeting the requirements of 8.405-1 and 8.405-2 before any subsequent acquisition for the supplies or services is made.

CG-9121 does not anticipate any barriers to future competition for this requirement after the implementation and migration of the USCG to FSMS.
