About this file

This is a Sources Sought company response template for Program Management Support Services related to PMA-213 Naval Air Traffic Management Systems. The document serves as a market research tool to identify potential contractors prior to formal solicitation and to determine if small business set-aside opportunities exist. Interested companies must provide corporate and financial information including CAGE code, Unique Entity Identifier, company size status under NAICS code 541330 (Engineering Services with a $47M threshold), and accounting system capability statements.

Respondents must address six capability determination topics within a maximum 10-page response. Topic 1 requires demonstration of prior DoD prime contractor or major subcontractor experience within the past five years, with continuous performance of at least one year, annual contract value of at least $3 million, possession of a Secret-level Facility Security Clearance, management of at least 15 FTEs or subcontractors, and scope across three of four functional areas: Program/Project Management Services, Financial Management Services, Administrative Services, and Corporate Operations Services. Additional topics require companies to demonstrate availability of qualified personnel with appropriate security clearances for the NAS Patuxent River location, ability to commence performance by February 2027, detailed management approach addressing staffing, team structure, facilities, and security infrastructure, and—for small businesses under a potential set-aside—capability to perform at least 50% of work costs either independently or through teaming with similarly situated small businesses. Acceptable PSC codes for references are R408, R425, R499, or R799.
