The OPDS deploys, operates and redeploys a system capable of delivering fuel from a tanker or fuel barge to the high water mark of a designated beach site. OPDS vessel capability also includes delivery to a fuel barge, lighterage or pier from up to eight miles off shore in support of US Forces and allies. This includes but is not limited to maintaining a valid USCG Certificate of Inspection (COI) and ABS Classifications (including all statutory certificates) at all times.
Government-Owned Contractor Operated ships are operated by a company under contract to MSC and manned by Contract Mariners (CONMARs) crew members who are Contractor employees. OPDS shall also be manned by a contingent of OPDS Mission Specialists who are trained in all aspects of handling, stowage, maintenance, repair, deployment and recovery of the rough bore high pressure static flow steel flexible pipeline and attendant equipment.
MSC will be using the standardized MSC Operation and Maintenance Performance Work

It is anticipated, without guarantee that the vessels will be in Reduced Operating Status (ROS) except as noted below. The vessels will remain in Western CONUS in ROS until activated to FOS status. If activated, the vessels will be operated in the Western Pacific Region. However, the vessels may be deployed worldwide. Regardless of vessel status, the ships will be required to undergo maintenance of fuel transfer equipment and overhaul every three (3) years. During these equipment maintenance and ship overhaul periods, the Government may direct ships to be placed into a Repair Availability (RAV) status.
