About this file
This document contains a single source justification for a federal contract award. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2 requires an MRI trailer rental from July 16, 2021 through December 31, 2021 to maintain MRI services for patients at its Brooklyn Campus while a new MRI suite is being constructed. The incumbent contractor, Insight Health Corp., currently provides MRI trailer services installed on the medical center campus requiring extensive utility and structural connectivity. Decommissioning the current trailer and commissioning a new one from a different contractor would incur additional costs and disrupt patient care. After posting a notice of intent to sole source, one large business inquired about the current trailer while one small business expressed interest in competing. The justification supports awarding a firm-fixed price contract to Insight Health Corp. for $231,000 to lease the MRI trailer from July 15, 2021 through the completion of the new MRI suite on December 31, 2021.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The VA Brooklyn Campus is requesting a firm-fixed price procurement effective July 16, 2021 through December 31, 2021, of an MRI trailer rental so that its patients can maintain access to these services while the new Brooklyn MRI suite is built without them having to go to other campuses for MRI service. Current MRI trailer services are provided by Insight Health Corp. The installation of this unit at the medical center required extensive utility and walk-way connectivity to the main hospital building. The current unit is “built-into” the side of the hospital ground floor and runs off the hospital’s infrastructure. Removal of the unit will require a decommissioning process as well as construction to restore the integrity of the medical center’s exterior/interior and utility tie-ins. Decommissioning, demolition, commissioning of a new unit and new construction will require the Government to incur an additional expense for this service as well as additional time for the service. It is the Government’s contention that the thousands of dollars it would take to bring the new trailer up to standard is not worth the inconvenience to patients, especially given the relatively short period of performance of the contract, about five-and-a half months.
4. Description of market research conducted and results or statement why it was not conducted:
A notice of intent to sole source this requirement was posted to Contracting Opportunities on
June 8, 2021. One company, a large business, inquired about the unit currently on site. Another company, a small business, expressed interest in a competitive solicitation.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-
1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
