VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

VHAPM Part 813.106 Page 1 of 2 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C242-22-AP-0179

1. Contracting Activity: US Department of Veterans Affairs, VISN2, NCO 2. Organizational Activity:

Canandaigua VA Medical Center, 400 Fort Hill Avenue, Canandaigua, NY 14424.

2237 Number: 528-22-1-8031-0008

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: A firm fixed price purchase of a new Getinge Vivus VT-2850 Cage & Rack Washer to include installation at the Albany VA Medical Center Research and Development Department.

Estimated Cost: $227,315.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

A ) The Albany VAMC currently has a service contract for Getinge equipment. All washers are unique to their manufacturer; therefore, each vendor will only maintain their own machines. Procuring a different brand cage and rack washer would require a separate service contract from the other washers located in the Research and Development Department at the Albany VAMC. There is an economy of scale to be realized with advantageous pricing from Getinge to maintain all the equipment including parts and labor with the current maintenance contract saving the Albany VAMC additional cost.

B ) Replacement of a like system will streamline the installation and be significantly more cost effective. To include, additional accessories, hosing and attachment parts would need to be purchased for use and/or backup purposes. The Albany VAMC R&D Department has a stock of Getting racks and carts on hand that can be used and exchanged between equipment without the need to spend additional funds for these items.

C ) Albany VAMC facilities maintenance staff are currently trained to provide some maintenance for the facility owned Getinge equipment. Additional training would be required for the Facility Maintenance Department should an alternate Brand/Vendor be selected, and a one-of-a-kind washer is procured for the Research Department.

4. Description of market research conducted and results or statement why it was not conducted: A

VIP search using NAICS 333318 yielded 148 matches. A separate VIP search using NAICS 333318 and keyword Getinge yielded zero (0) matches. There is a class waiver for NAICS 333318. Getinge was contacted and they have one authorized SDVOSB distributor, Trillamed, a VIP verified SDVOSB. This procurement will be a brand name only purchase from Trillamed, the authorized small business distributor of Getinge (large business/OEM), in accordance with FAR 19.1406 Sole source awards to service-disabled veteran-owned small business concerns.
